09-27-11 MinutesYELM CITY COUNCIL REGULAR MEETING TUESDAY, SEPTEMBER 27, 2011 MINUTES Mayor Harding called the meeting to order at 6:00 p.m. 2. Roll Call. Present: Don Miller, Joe Baker, Bob Isom, Tracey Wood, Mike McGowan, John Thompson and Russ Hendrickson. 3. Agenda Approval 11-83 MOTION BY BOB ISOM APPROVING THE AGENDA AS PRESENTED. CARRIED. 4. Special Presentations -none scheduled 5. Public Comment. Comments received at the end of the meeting due to the late arrival of citizens wishing to speak against the Proposed Nisqually Jail Project on Yelm Highway and SR 510. Justine Schmidt, Thurston County resident addressed the council with concerns regarding the proposed Nisqually Jail Project. She is not in favor of the project and believes there could be public safety concerns. Ms. Schmidt asked the council to reconsider the current contract with Nisqually Tribe for housing Yelm's prisoners. Paul Capra, Thurston County resident also spoke against the project and shared some concerns. Mr. Capra invited the Mayor and Council members to a Town Meeting on September 28, 2011, 6:00 p.m. at the Nisqually Middle School to discuss the project. 6. SW Well 1A -Wellhead Protection Plan (WHPP) Stephanie Ray stated the City entered into a contract with Golder and Associates in March of 2010 to begin the well drilling and subsequent development of the City's first deep aquifer well located in the southwest region of Yelm. This is associated with the City's recently submitted Water Rights Mitigation Plan, which requests new water rights for the next 20 years. In October 2010, the well was completed at a depth of 633 feet and a 72-hour pump test was conducted. This test proved extremely successful and the well yield was substantiated at 2100 gallons per minute. Wellhead protection is addressed in Washington Administrative Code (WAC) 246-290-135. Staff worked with Golder and Associates to put together a scope of work that will address the needs for the WHPP for SW Yelm 1A as well as take a new look at the downtown wellfield. The City needs to update the time of travel zones for the downtown wellfield since the inclusion of new water rights and the additional pumping capacity as noted by the Department of Health during the water system planning. The completion of a WHPP is one of the first steps in the development of a well site. The cost would be paid out of the 431 Water Construction Fund as part of the 2010 water revenue bond proceeds. Page 1 of 2 11-85 MOTION BY BOB ISOM AUTHORIZING MAYOR HARDING TO SIGN A CONTRACT WITH GOLDER AND ASSOCIATES IN THE AMOUNT OF $48,413.00 FOR COSTS ASSOCIATED WITH THE DEVELOPMENT OF A NEW WELLHEAD PROTECTION PLAN THAT INCLUDES THE DEVELOPMENT OF SOUTHWEST YELM 1A. CARRIED. b. 2011-2012 Legislative Services Contract Shelly Badger reported that Kathleen Collins, of Capital Strategies, and Davor Gjurasic, of Gjurasic Public Affairs, have been contracted to work for the City at various times since 2005 and are well acquainted with issues of great importance to the City of Yelm, particularly the 510 Yelm Loop project. Their presence and advocacy of Yelm issues during the legislative sessions is of significant value and has proved beneficial to the advancement of the Loop project, as well as receiving funding for capital projects, such as the Longmire Park restrooms. The proposed scope of work for this contract continues efforts toward the completion of the 510 Yelm Loop, specifically inclusion of funding for the Loop in any transportation package considered by the Legislature and/or voters; monitors water and reclaimed water issues; and provides assistance in identifying funding opportunities for capital projects for the 2013 Legislative session. The contract would be for $28,000 or $4,000 per month, plus expenses not to exceed $2,000. Budget is available from the Arterial Street and Water funds to pay the contract based on a pro- rata share of work performed on the issues. 11-86 MOTION BY BOB ISOM AUTHORIZING MAYOR HARDING TO SIGN A LEGISLATIVE SERVICES CONTRACT TO ENGAGE DAVOR GJURASIC AND KATHLEEN COLLINS TO LOBBY ISSUES OF BENEFIT TO THE CITY OF YELM FROM OCTOBER 1, 2011 THROUGH APRIL 30, 2012.
