WEDNESDAY, SEPTEMBER 28, 2011 5:00 P.M.
Mayor Harding called the meeting to order at 5:00 p.m.
Present: John Thompson, Russ Hendrickson, Don Miller, Joe Baker, Bob Isom, Tracey Wood
and Mike McGowan arrived at 5:13 pm. Staff; Shelly Badger, Janine Schnepf, Todd Stancil,
Tim Peterson, Stephanie Ray, Grant Beck, Tami Merriman and Jim Doty.

4. Presentations
RV Dump Station Discussion
Mayor Harding explained that the free RV Dump Station located at the City's Wastewater
Reclaimed Facility (WRF) was closed on July 18, 2011 due to a system upset possibly caused
by the RV Dump. It was believed to be caused by the RV Dump and has since cleared up
since the closure. In the Department of Ecology's inspection report for the WRF, the
development of a septage management program (SMP) was recommended. The cost for the
evaluation of the RV dump station from Brown and Caldwell would be approximately $8,160.
Re-opening the RV station, while also controlling septage input to the WRF, would require
several improvements to the existing RV dump station which would be costly for the City.
Discussion followed. The consensus of the council is to not re-open the RV Dump Station at
this time for financial reasons.
For-Hire Vehicle Driver Regulations Continued Discussion
Janine Schnepf explained that Olympia, Lacey and Tumwater has developed a document that
would standardize the licensing and permitting of occupations that, by their nature, present a
heighten risk to the public safety. At the August study session Council had expressed concerns
for parts of the draft Ordinance. These concerns were taken to the committee that is comprised
of staff from Olympia, Lacey, Tumwater and Yelm. There were some changes made to the
ordinance for clarification. Discussion was held about the changes to our current licensing
procedure and Code. Council consensus is to present at the October 25, 2011 Council meeting
for a vote.
c. Medical Marijuana Dispensaries and the effects of SB 5073
Grant Beck gave an update regarding SB 5073 which if passed, would have created a state
system of regulation for producing and dispensing marijuana for medical purposes. However,
significant sections of the bill were vetoed by the Governor including all provisions for state
regulation. Dispensaries are currently not allowed anywhere and the zoning code does not
currently allow collective gardens. Staff recommends that the Council let the upcoming
Moratorium Ordinance expire. Discussion followed.
5. Mayor Report -Tami Merriman updated the council on the draft Temporary Use chapter that
she's been working on regarding Farmer's Markets. Discussion followed. Council was pleased
with the detailed work provided in the draft Code.
6. Council Initiatives -Russ asked why the new Chamber sign isn't working properly. The Mayor
is looking into it.
