1. Mayor Harding called the meeting to order at 6:00 p.m.
2. Roll Call. Present: Don Miller, Joe Baker, Bob Isom, Tracey Wood and John Thompson.
Excused: Russ Hendrickson. Mike McGowan arrived at 6:03 p.m.

a. Inventory Declared as Surplus Property
Janine Schnepf explained that currently there are 11 vehicles stored at Public Works
yard that are no longer used for city business. These vehicles have been replaced with
newer vehicles over the years as the budget allowed. The old unused vehicles must be
declared as surplus before arranging with General Services Administration (GSA) to
accept for resale. Upon sale, the City of Yelm receives a distribution of payment from
GSA. The inventory also includes a 1953 model road grader and railroad equipment that
has been uncovered during the construction of the city owned Yelm Prairie Line Trail.
There has been some public interest in purchasing this equipment, but we are unable to
sell it directly without first going through the regulations for disposition or surplus
inventory. Discussion followed.

EQUIPMENT GRADER AND OBSOLETE RAILROAD EQUIPMENT INVENTORY AS
SURPLUS FOR DISPOSITION AND SALE. CARRIED.
b. West Yelm Ave. Sidewalk Project Change Order
Shelly Badger reported that in Spring of 2011, the City received grant funding for
$199,320 in federal surface transportation grant money to complete missing gap sections
of sidewalk; improve ADA access; and improve crosswalks and sidewalk frontage along
Yelm Middle School. The City also obtained an additional $22,000 in federal
enhancement grant money for improvements in front of Yelm City Hall. The section of
existing sidewalk from Edwards Street to Railway on the north and south side were not
included in the project boundaries because they did not meet the criteria for the grant
funds. The City's total local required match to the current project is $42,130.50 funded

from arterial streets (102). Henderson Partners was awarded the West Yelm Avenue
Sidewalk Project on September 13, 2011. Because the original intent of the grant was to
complete missing gaps of sidewalk and those in structural disrepair, as well as improve
crosswalks and ADA access along Yelm Middle School, staff was directed to obtain a
price estimate for completing those additional sections of sidewalk so all sections of
sidewalk would be new from Edwards to Railway. The total price for inclusion of the north
side and south side of sidewalk is $51,148.00. This would bring the local match for the
sidewalk project to $93,278.50 paid from fund 102 arterial streets. After planned
expenditures for 2011 and 2012, fund 102 would have a balance remaining of
approximately $50,000.

CHANGE ORDER WITH HENDERSON PARTNERS IN THE AMOUNT OF (FIFTY ONE
THOUSAND ONE HUNDRED FORTY EIGHT DOLLARS) $51,148.00 FOR THE
ADDITIONAL SIDEWALK CONSTRUCTION AS PART OF THE WEST YELM AVENUE
SIDEWALK PROJECT. CARRIED.

10. Mayor and Council Initiatives
Councilmember Baker attended the Intercity Transit Board meeting.
Councilmember Isom attended the Thurston Regional Planning Council meeting and
reported on the Here to There study that was done on South Puget Sound traffic. Also
attended the Sustainable Thurston Task Force meeting and praised Grant Beck for the
thorough and complete presentation he gave at that meeting. One piece of information
that he learned was that Yelm School buses travel 3,000 miles a day to pick up and drop
off.
Councilmember McGowan attended the Thurston County HOME Consortium meeting
and has a draft of the 2010 Annual Report. Construction on the Salmon Run Apartments
in Yelm should start by the end of the year. Also announced the Annual Homeless Forum
held on October 22, 2011 at the Thurston County Courthouse from 9 am-12 noon.
Councilmember Wood attended the TComm Admin board meeting and ironed out some
wrinkles in the budget.
Mayor Harding attended the monthly Thurston County Mayor's Forum. Also had the
pleasure to meet with two visitors from Ferns, Ireland, the Sister City to the City of Yelm
along with Councilmember Isom.
