Mayor Harding called the meeting to order at 6:00 p.m.
2. Roll Call. Present: Don Miller, Joe Baker, Bob Isom, Mike McGowan and Russ
Hendrickson. John Thompson arrived at 6:12 pm and Tracey Wood arrived at 6:16 pm.

4. Special Presentations -Olympic Region Clean Air Agency
Dan Nelson, Public Information Officer gave the council an overview of the Agency.
Olympic Region Clean Air Agency (ORCAA) is based in Olympia but has a six county
jurisdiction. ORCAA is one of seven clean air agencies in Washington. It was formed in
1968-1969 when the clean air law was passed by the State to regulate and enforce local,
State and Federal Clean Air Laws, which include air emissions from any source other
than mobile sources. Mr. Nelson encourages all permitting Agencies to have the
contractor or citizen contact ORCAA to make sure that they do not need additional
permits from ORCAA for demolition, renovation or for removing asbestos. ORCAA
recently received a grant from the Washington State Department of Ecology out of the
States Toxics Funds to assist residential households in switching their older less efficient
woodstoves to cleaner healthier, non-solid fuel devices like natural gas, propane or
electric (heat pumps). Woodstoves are a primary source of air pollution. This program
coupled with the rebates offered by Puget Sound Energy would make out of pocket costs
to switch very affordable. There will be additional information on this program as it
becomes available. Mr. Nelson asked if Yelm could help get the word out about this
program in the future. He will contact City Hall when the information becomes available.
Councilmember McGowan will like information when it becomes available to post at the
Library.

10. Mayor and Council Initiatives
Councilmember Baker attended the Intercity Transit Board. Also participated in Make a
Difference Day on October 22, 2011 and cleaned the trail with John Thompson.

Councilmember Isom attended the Sustainable Thurston Task Force meeting with Mr.
Beck on Monday.
Councilmember McGowan attended the Homeless Census Forum and has information
packets if anyone would like additional information.
Councilmember Wood attended the Transportation Policy Board.
Councilmember Thompson attended the Yelm Finance Committee meeting on Monday
and stated the 2012 Budget looks good.
Mayor Harding attended several fund raising events. The Thurston County Economic
Development Council and the Blue Ribbon Panel for the Transportation Policy
Sustainability Grant meeting.
