10-26-11 Minutes Study SessionYELM CITY COUNCIL STUDY SESSION MINUTES WEDNESDAY, OCTOBER 26, 2011 5:00 P.M. 1. Mayor Pro Tem Isom called the meeting to order at 5:00 p.m. 2. Present: Russ Hendrickson, Don Miller, Joe Baker, Bob Isom, Tracey Wood, Mike McGowan. John Thompson arrived at 5:13 and Mayor Harding arrived at 5:18. Staff; Shelly Badger, Janine Schnepf, Jennifer Hough, Tim Peterson, Stephanie Ray, Grant Beck, Tami Merriman, Karen Bennett, Gary Carlson and John Rowland. 3. Agenda Approval- 4. Presentations a. General Sewer Plan Update -Cancelled b. Community Development Department Report Grant Beck, Director of Community Development gave a power point presentation of the operations of his department. Mr. Beck told of each employee's duties at work and some of the things they enjoy doing in their personal time. Their mission is to help the citizens and businesses of Yelm visualize their future, to create that future through implementation of plans, and to maintain the vision through ongoing outreach. Mr. Beck provided a list of upcoming projects and the future challenges for the Community Development Department. Mr. Beck stated he is very proud of his employees and enjoys working with them and for the City of Yelm. 2012 Budget Shelly Badger presented the draft budget along with Mayor Harding. Together they put forward a sustainable operating budget for 2012. Although a conservative approach was taken, the level of service provided will remain the same. Budget overview for revenues and expenditures source was explained and any questions were answered. The final 2012 Budget will be available to the public November 18, 2011 and a Public Hearing will be held at the November 22, 2011 Regular Council meeting and continued to the December 13, 2011 Regular Council meeting where it will be brought to the council for adoption. Council discussion followed. 5. Mayor Report -The Department of Ecology issued the water rights approvals for the cities of Yelm, Olympia and Lacey. A thirty day appeal will conclude on November 21, 2011. Met with Regional Fire Authority (RFA) and discussed their budget. RFA has a budget shortfall 6. Council Initiatives -Discussion on the old water tower located at the Public Safety Building. Whether to repair, replace or take down.
