11-08-11 MinutesYELM CITY COUNCIL REGULAR MEETING TUESDAY, NOVEMBER 8, 2011 MINUTES Mayor Harding called the meeting to order at 6:00 p.m. 2. Roll Call. Present: Don Miller, Bob Isom, Mike McGowan, Tracey Wood, John Thompson and Russ Hendrickson. Excused: Joe Baker 3. Agenda Approval 11-93 MOTION BY TRACEY WOOD APPROVING THE AGENDA AS PRESENTED. CARRIED. 4. Special Presentations Friends of the Library President: Richard Young presented a donation of $25,000 to the Yelm Library Fund from the Friends of the Library. Contribution represents many hours of volunteer service and years of savings to benefit the library. Mr. Young offered his appreciation to the Mayor for all the City has done to support the regional library, and to the volunteers that contribute their time. The fund raising projects have captured the hearts and minds of people to continue to support the library. He recognized Friends of the Library members, Helen and Felix for their hours of work. Mayor Harding added that Mr. Young was instrumental in the success with the challenges they faced to keep the library in Yelm with the real stories that were shared passionately to the Library Board. With the cooperative efforts of the community, the Mayor hopes to conclude the maintenance, purchase and sale agreements by year-end, thanks to the joint efforts. Councilmember McGowan reminded the audience of the book sales hosted by the Friends that held the first Saturday of each month. Also present were members of the Mom's of Yelm with an additional donation. Thanks to all. Community Recognition Andre Lyle, Eagle Scout: Mayor Harding introduced Andre Lyle and recognized his ambitious contribution to the community through his accomplishments on his Eagle Scout 5. project. Mayor Harding and Councilmember Isom attended Andre's Eagle Scout award ceremony and were impressed with the ceremony and the project. Andre shared that his project was to restore 650 feet of Lacamas Creek with removal of noxious and invasive weeds and replace with native plants. Planted 668 plants and scrubs, leading 92 volunteers to complete 703 man-hours of work over a 8 month period. Andre was congratulated for his accomplishments, his leadership and character shown through scouting. Andre added that salmon have returned to the creek, a tangible sign of the success of the project. Public Comment. No comments 6. New Business Squaxin Tribe/Cities of Olympia, Lacey and Yelm Memorandum of Understanding, Deschutes Water Shed Restoration Shelly Badger presented a unique and significant M.O.U. by first introducing Jim Peters and John Konovsky from the Squaxin Tribe. The cities of Olympia, Lacey and Yelm and the Squaxin Island Tribe have been working collaboratively during the evaluation of water rights applications, which has led to this partnership for habitat restoration in the Budd Inlet/Deschutes River Watershed. The cities have purchased farmland along the Deschutes River and planned restoration solutions toward habitat protection and restoration of a healthy watershed. Key elements of the M.O.U. include equal funding from the three cities for restoration fund used toward match for larger habitat protection and restoration projects. This Memorandum will be presented to the other city's council before a formal signing at a later date. 11-95 MOTIONS BY BOB ISOM AUTHORIZING MAYOR HARDING TO SIGN THE MEMORANDUM OF UNDERSTANDING BETWEEN SQUAXIN ISLAND TRIBE AND THE CITIES OF OLYMPIA, LACEY AND YELM REGARING BUDD INLET AND DESCHUTES WATESHED RESTORATIONS. CARRIED. Mr. Peters thanked the Council on behalf of the Squaxin Island Tribe for the leadership strength to turn development into restoration and protection of resources. Ordinance No. 947 Change Order Policy for Construction Contracts. Shelly Badger reviewed the staff report on Ordinance 947 establishing a written change order policy for construction contracts $250,000 or less as recommended by the 2008-09 audit. Policy would replace prior practice of taking all necessary change order projects back to Council by establishing an approval process from staff lead to City Administrator and Mayor, establishing a maximum 10% change order amount allowed on contract under $250,000, review of available funds and timely approval for contractors to continue work without delay. Discussion followed. Councilmember Isom added notification to Council as a condition of the Ordinance. Shelly Badger recommend the amendment to state in Section 3; Where the City Administrator and Mayor approve and sign change orders according to the conditions stated in Section 1, they shall forward the change order to Council and the requesting department for its information within thirty (30) days of signing the change order. 11-96 MOTION BY BOB ISOM ESTABLISHING A CHANGE ORDER POLICY FOR CONSTRUCTION CONTRACTS OF $250,000 OR LESS. Mayor and Council Initiatives Councilmember Miller attended the Chamber meeting and commended the Mayor for precise review of the City's budget presentation. Councilmember Isom attended the Eagle Scout presentation where Andre Lyle received his Eagle Scout award, stating that it was an impressive event. Councilmember Isom attended TRPC meeting where they: amended the 2011 budget and announced increased fees for cities for 2012 budget based on population growth; obtained revised regional transportation profile that will be available in the City Hall library and reported that transportation is a high priority in discussions about legislative priorities. He also reported the Port of Olympia interested in returning to TRPC with an emphasis on economic development. In closing, he related a compliment from Chris Page 2 of 3 11. Stern, TC Public Utility District to Yelm's Program/Project Manager for her work on the Thurston County Sustainability Committee. Councilmember Wood attended the TComm Admin Board meeting discussing appointments on the board. Councilmember Thompson attended the Chamber Forum. Anxious to be able to report to the Nisqually River Council with information from tonight's meeting. Hendrickson attended the Chamber Forum.
