12-13-11 MinutesYELM CITY COUNCIL REGULAR MEETING TUESDAY, DECEMBER 13, 2011 MINUTES Mayor Harding called the meeting to order at 6:00 p.m. 2. Roll Call. Present: Don Miller, Joe Baker, Bob Isom, Mike McGowan, Tracey Wood, John Thompson and Russ Hendrickson. 3. Agenda Approval 11-100 MOTION BY BOB ISOM APPROVING THE AGENDA AS PRESENTED. CARRIED. 4. Special Presentations- none scheduled Public Comment. Public Utility District Commissioners are holding their meeting in the next room and have requested to speak. Council agreed to move on to the next items until they are available. 6. Consent Agenda Minutes -Regular Meeting November 22, 2011 Payables -Checks #57051-57177, Totaling $429,325.98. 11-101 MOTION BY TRACEY WOOD APPROVING THE CONSENT AGENDA AS PRESENTED. CARRIED. Members of the PUD arrived from their meeting to introduce themselves encouraging Yelm Mayor and Council to contact their members with items of mutual interest. 7. Public Hearing - 2012 Budget Mayor Harding continued the 2012 Budget Public Hearing at 6:08 p.m. from the November 22 Council meeting to hear comments on the proposed budget for 2012. Shelly Badger provided an updated review of the balanced $28 million budget that was developed with a conservative approach. This budget is able to maintain current programs and service levels. Highlights include, design of Mosman corridor phase one; funds to continue to pursue funding for transportation loop, SW Well 1 design, sewer plan completion, city publication and purchase of library building. Updates since last meeting; reduction of property tax rate reduced revenue, reducing projection as well. Ordinance does not include completed salary schedule. Police and Public Works final bargaining agreement expected to be presented at 12-27-11 regular council meeting. Mayor Harding closed the hearing at 6:13 p.m. seeing no comments from the audience. 8. a Ordinance No. 949 City of Yelm 2012 Budget 11-102 MOTION BY BOB ISOM ADOPTING ORDINANCE NO. 949, THE CITY OF YELM MUNICIPAL BUDGET FOR THE CALENDAR YEAR 2012. CARRIED. Public Hearing Mayor Harding opened the Public Hearing at 6:16 p.m. to hear comment on Ordinance No. 950 Amending Yelm Municipal Code, Yelm Sign Code and Operations Standards for Farmer's Markets. Tami Merriman presented review of staff report amending Zoning Chapter 17 for temporary uses and Chapter 15 Sign Code to provide for interest in allowing Farmers Markets in the City of Yelm with the guidelines for operations standards. Research on developing the ordinance was completed by Community Development staff and the Yelm Planning Commission. Tami introduced Jennifer Littlefield of the Planning Commission who contributed research and specific guidelines from other successful markets. Discussion followed regarding the process for obtaining approval. Tami recommended that interested parties inquire with staff in Community Development Page 1 of 2 department. Guidelines would be discussed with the required manager of the market. Mayor Harding closed the public hearing at 6:26 p.m. 8b. Ordinance No. 950 Amend Yelm Municipal Code, Yelm Sign code and Operations Standards for Farmer's Markets. 11-103 MOTION BY MIKE MCGOWAN ADOPTING ORDINANCE NO. 950, AMENDING CHAPTER 17.70, TEMPORARY USES AND CHAPTER 15.24 SIGNS TO PROVIDE STANDARDS FOR FARMERS MARKTS, AND SPECIAL SIGNAGE WITHIN THE CITY OF YELM. CARRIED. 8c. Ordinance No. 946 Amend Yelm Municipal Code related to Occupation Permits and Business License. Janine Schnepf reviewed the staff report proposing amendments to existing licensing for certain occupations, specifically; driver-for-hire, peddlers and solicitors. Council has reviewed this topic at two previous study sessions. Discussion followed with new questions about the requirements for licensing. NO ACTION TAKEN - NO MOTION ENTERTAINED. Old Business -none scheduled 10. Mayor and Council Initiatives Councilmember Baker reported that Intercity Transit ridership broke records in October and November. Intercity Transit is seeking applicants for citizen representation committee. Councilmember Isom attended TRPC meeting where discussions continued on regional issues. Councilmember McGowan updated Council on the progress and direction of the HOME Consortium. Introduced Thurston County Healthy Homes Program flyer. Also attended Christmas in the Park. Councilmember Wood attended Toys for Tots Toy Run. Mayor Harding reported that Christmas in the Park was well attended where city staff did a fantastic job with the Park set up and managing the Santa photo booth again this year. 11. EXECUTIVE SESSION -Mayor Harding announced at 7:02 p.m.that Council would be going into Executive session for 20 minutes to discuss potential real estate acquisition.
