It is my opinion that plans and specifications submitted to TAS for the above project show compliance with the requirements of the 2009 Washington State Nonresidential and Multifamily Energy Code. Compliance requ¢ements not shown on the plans or specifications are listed below for the following categories. 1. ENVELOPE: a. sec. 1314.4 Recessed Lighting Fixtures: When installed in the building envelope, recessed lightng fixtures shall be Type IC rated and certified under ASTM E283 to have no more than 2.0 cfm air movement from the conditioned space to the ceiling cavity. Recessed lighting fixtures shall be installed with a gasket or caulk between the farure and ceiling to prevent air leakage. 2. MECHANICAL: All of the apartment buildings and the Community Center use zonal electric heat; there is no cooling and no ductwork- s. sec. 1412.4 Controls, Setback and Shut-Off: HVAC systems shall be equipped with automatic controls capable of accomplishing a reduction in energy use through control setback or equipment shutdown during periods of Wort-use or alternate use of the spaces served by the system. "ihe automatic controls shall: ~ ~ ~ ~ ~ ~ I L y~ B Y: -------------------- I. Have a minimum seven-day clock and be capahle of being set for seven different day types per week. 2. Be capable of retaining programming and time settings during loss of power for a period of at least ten hours. EXCEP'f1ONS: Equipment with full load demands of 2 kW (6,826 Btu/h) or Tess may be controlled by readily accessible manual off-hour controls. b. sec. 14 t2.4.I Dampers: Outside air intakes, exhaust outlets and relief outlets serving conditioned spaces shall be equipped with motorized dampers which close automatically when the system is off or upon power failure. EXCEPTIONS: 1. Gravity (non motorized) dampers are acceptable in buildings Icss than three stories in height with Icss than 5000 ctm. Dampers installed to comply with this section, including dampers integral to HVAC equipment, shall have a maximum leak rate when tested in accordance with AMCA Standard 500 of I. Motorized Dampers: 10 cfrn/sq.ft. of damper area at 1.0 inch w.g. 2. Nonmotorized dampers; 20 cfinlsq.fi. of damper arts at 1.0 inch w.g., except that for no ntotoriud dampers smaller than 24 inches in either dimension: 40 cfm/sq.ft of damper area at I.0 inch w.g. a sec. 1415.1 Piping Insulation: Table 14-ti: Domestic and Service Hot Water Systems: Less than or e- qual to 2 inch pipe diameter use I inch thickness insulation wiN a conducriviry range of 0.24-0.28 (.5 inch for up to two runouts to individual terminal units not exceeding 12 ft. in length). d. sec. 1416 Commissioning and Completion Requirements: Commissioning is not required; heating capacity is less than 600K Btulh and there is no cooling (sec. 1416.2). e. sec. 14163.4.1 Systetn Documentation: Record drawings shall include as a minimum the location and performance data on each piece of equipment, and general configuration of duct and pipe distribution system, including sizes. f. sec. 1416.3.4. I System Documentation: An operating manual and maintenance numual shall be provided to the building owner. The manual shall be in accordance with industry accepted standards. g. sec. 1416.3.3. Systems, Equipment and Controls Functional'festing: FIVAC equipment and control systems shall be tested [o ensure that control devices, components, equipment and systems are glibrated, adjusted and operate in accordance with approved plans and specifications. h. sec. 1416.2.4.4 Systenvs Operational Training: The training of the maintenance staff for tech equipment type and/or system shall include the following: 1. Review of systems documentation. 2. Hands on demonstration of all nomtal maintenance procedure, normal operating modes, and all emergency shutdown and start-up procedures. 3. LIGHTING: Lighting Power Allowance used for compliance, see Lighting Summary. NOTE: Exterior Tradable lighting was not calculated for the apartment huildings (doors) or apartment building landscaping; [he Non-Tradable Lighting (facade) for the apatvttent buildings was not calculated either, The Community Building landscaped area, walkways and parking/drives were calculated for the entire site. Tradable and Non-Tradable Lighting Allowancu~s were calculated for the Cornmuniry Building. No Site Lighting was shown on the plans reviewed. The Apartment huilding Tradable and Nnn-Tradable Allowances can be calculated from the information on Table 15-2B located on the back of the Exterior Lighting Summary if more wattage is needed. The allowable wattage includes ballad loads. Tradable wattage can be used anywhere on site; Non-Tradable wattage can only be used for facade lighting. a. sec. 1513.3 Daylight Zone Control: All daylighted zones adjacent to vertical glazing shall be provided with individual controls, or daylight-oroccupant-sensing automatic controls, which control the lights independent of general area lighting. Dwelling units are exempt. The Daylight Zone for vertical glazing is defined as Primary Zone (extends into the space a distance equal to the window head height) end Secondary Zone (extends an additional distance past the edge of the Primary Zone equal to the window head height or to the nearest ceiling height opaque partition, whichever is less. The width of the daylight zone is assumed to be the width of the glaung plus two fee[ on each side. Primary and Secondary Zones shall be controlled separately. Automatic daylight sensing controls shall be capable of reducing the light output of the controlled luminainu while maintaining a uniform level of luminance by tither. 1. Comtinuous dimming to at least 20°h light output; or 2. Step switching of each lamp in individual luminaires -switching alternate luminaires is not permitted except with single lamp luminaires: or 3. Step dimming by reducing the output of all the lamps in individual luminaries by at least 50%. Automatic daylight controls shall control only the luminaries within the daylighted area and incorporate time delay circuits to prevent cycling of light Level changes of less than three minutes. Exceptions: The followimg spaces arc exempt fmm daylighting control providmg they have an occupancy sensor. I. Srttall spaces in the daylighted zone that are nornally unoccupied (such as a storage mom or restroom with a window. 2. Rooms less than 300 sq.ft_ b. sec. 1513.5 Automatic Shut-Off Controls, Exterior: Lighting for all exterior applications shall have automatic controls capable of Nrning off exterior lighting when sufficient daylight is available or whew lighting is not required during mighttime hours. All buildings shall be equipped with separate awomatic controls to shut off the lighting in all spaces during unoccupied hours. Within these buildings, all office areas Tess than 300 sq.ft. enclosed by walls orceiling-height partitions, and ali meeting and conference rootns, and stotagc spaces shall be equipped wish a:cupancy sensors that comply with section 1513.6.1. For other spaces, automatic controls may be an occupancy sensor, time switch or other device capable of automatically shutting off lighting. EXCEPTION: Dwelling units d. sec. 1513.6.1 Occupancy Sensors: Occupancy sensors shall be capable of awomaticaIfy taming off all the lights in an area no more than 30 minutes after the area has been vacated. Light fixtures con- tolled by occupancy sensors shall have awall-mounted, manual switch capable of taming off lights whrn the space is occupied. e. sec. 1 S 13.6.2 Automatic Time Switches: Automatic time switches shall have a minimum 7 day clock and be capable of being set for 7 different day types per weds and incorporate an automatic holiday "shut-off' feature, which turns off all loads for at least 24 hours and then resumes normal scheduled operations. Automatic time switches shall also have program back-up capabilities, which prevent the loss of program and time settings for az Icast 10 hours, if power is interrupted. Automatic time switches shall incorporate an over-ride switching device which: I. is readily accessible; 2. is located so that a person using the device can sec the lights or Ore areas controlled by the switch, or so that the area being illuminated is annunciated; 3. is manually opcretcd; 4. allows the lighting to remain on no more than 2 hours when an over-ride is initiated. f. sec. 1513.7 Commissioning Requirements: For lighting controls which include daylight or occupant sensing automate controls, automatic shut-off controls, occupancy sensors, or autonwtic time switch- es, the lighting comrols shall be tested to insure that control devices, components, equipment and sys- tams are calibrated, adjusted and operate in accordance with approved plans and specifications. Se- quences of operation shall be functionally tested to ensure they operate in accordance with approved plans and specifications. A complete report of test procedures and results shall be prepared and filed with the owner. g. sec. I S32 Ertterior Lighting Power Allowance: All exterior building grounds luminaries that operate at greater than 100 watts shall contain lamps having a minimum efficacy of 60 Im/W unless the Iwninaire is wntrolled by a motion sensor.
