& observations during grading operations. Observed grading contractor DCI placing 2” material at the pad site using approximately 10” lifts, then moisture conditioning and rolling with
a Bomiag 120AD steel drum vibratory roller. Two areas had been excavated for density testing and observation. PSI did not observe signs of pumping or movement of graded areas when loaded
haul trucks passed over the area. Field density results indicate compaction does not meet specification. To the best of PSI’s knowledge, the work inspected to the approved construction
