WEDNESDAY, APRIL 25, 2012 5:00 P.M.
Mayor Harding continued the Council meeting from April 24, 2012 at 5:05 pm and
announced the 30 minute Executive Session to discuss pending litigation (RCW
42.30.110 i). Attorney Steve DiJulio was present via telephone conference.
At 5:35 pm Mayor Harding closed the Executive Session and announced no decisions had
been made.
At 5:36 pm the Council meeting was adjourned.
1. Mayor Harding called the meeting to order at 5:45 p.m.

a. Finance Report —Year-end 2011; 1st Quarter 2012
Jennifer Hough, City Treasurer handed out packets with financial information on the 4th Quarter
of 2011 by fund and the 1 st Quarter of 2012. Both financial reports were on track for the most
part with what was projected and budgeted. The fund that showed the most change was the
Building Permit & Inspection Fees. The revenue for that has almost doubled in the budget
amount due to the increase in development in the City of Yelm.
b. Farmer's Market Proposal-
Tami Merriman, Associate Planner explained the Right of Way Use Agreement between the
City of Yelm and the Yelm Cooperative, a Washington non-profit corporation. Ms. Merriman
stated that Ms. Geana Henkes, the Yelm Farmer's Market Manager has worked diligently with
Community Development to bring forth an agreement that would work for all parties involved.
The location of the proposed Farmer's Market would be on 2nd Street next to the Yelm City
Park and would be open from 11 am to 4 pm, beginning Sunday May 27 through October 28,
2012. The goal of the Market is to provide an outlet for Puget Sound's farming families to direct
sell their farm products, to provide farm fresh food for consumers and to educated the public
about the food purchased at the market. This will be brought to Council for action on May 8,
2012. Council commended Ms. Merriman for her hard work. Ms. Merriman thanked the
Planning Commission for all the time and effort working on the Farmer's Market.
5. Mayor Report -
Updated Council on the Purchase and Sale Agreement with Timberland Regional Library and
stated it may be brought to Council for action on May 8, 2012, if it is complete.
6. Council Initiatives-
Councilmember McGowan stated he was approached by a citizen concerned about bicycles on
the walking trails at Longmire Park.
