Subj: Coates Road Annexation
Recommendation
Adopt Ordinance Number 872 annexing property north of Coates Road between Yelm Creek and Cullens Road into the City of Yelm.
Background
On March 10, 2004 Forest Roberts appeared before the City Council with a request to circulate a petition to annex approximately 13.25 acres of land located north of Coates Road between
Yelm Creek and Cullens Road. The property in question contains 25 parcels, 7 of which are unplatted and 18 of which are within existing subdivisions of Prairie View Estates and Rainbow
Village. The property is the tip of a peninsula of unincorporated land surrounded on three sides by the City of Yelm bounded by Coates Road at the southern boundary, Yelm Creek on the
east and Cullens Road on the west.
Coates Road is currently split down the centerline with the northern half being a County Road and the south half being a City Street, while the streets serving the subdivision, Solberg
Court and Longmire Court, are currently County Roads which do not meet current city street standards.
The Council approved the circulation of an annexation petition at its regular meeting of March 10, 2004.
Mr. Eric Anderson, through his agent Mr. Hal Shepard, attempted diligently to collect sufficient signatures to qualify the annexation. The Thurston County Assessor’s Officer certified
that sufficient signatures from property owners within the proposed annexation area to meet the annexation petition requirements (60% of the owners based on assessed value) were collected
on March 6, 2007.
The Community Development Department then processed the proposed annexation through the Thurston County Boundary Review Board, which notified all affected parties of the pending annexation,
did not receive any objections to the annexation and approved the annexation.
Upon annexation, the land would zoned Low Density Residential (R-4) as stated in the Yelm Comprehensive Plan.
Current Situation
The Council should adopt Ordinance Adopt Ordinance Number 872 annexing property north of Coates Road between Yelm Creek and Cullens Road into the City of Yelm.
This action does not conflict with the policy adopted by the Council on May 8, 2007, via Resolution Number 472, which states that “no request to circulate a petition for annexation shall
be authorized for any residentially zoned property within the Yelm Urban Growth Area”. The Council authorized the circulation of this annexation petition in 2004 and the action now
before the Council is to accept the petition as previously authorized.
