ORDINANCE NO., 665
AN ORDINANCE hereby adding a new chapter to Title 2 of the Yelm
Municipal Code. This chapter shall be numbered 2.63 and entitled
Yelm Library Advisory Board.
WHEREAS, the City of Yelm desires an advisory body to oversee issues related
to the operation of the Yelm Timberland Library; and
WHEREAS, the city council in 1971 established an ad -hoc Library Board which is
currently in effect: and
WHEREAS, the City now wishes to formally establish the Board, its
responsibilities and scope of service,
NOW THEREFORE, THE CITY COUNCIL OF YELM, STATE OF
WASHINGTON DOES ORDAIN AS FOLLOWS:
Section 1 Adoption. A new section 2.63, Yelm Library Advisory Board is hereby added to
Chapter 2 of the Yelm Municipal Code
2.63.010 Purpose
There is hereby established an advisory board to the mayor and city council
(hereafter referred to as the Yelm Library Advisory Board) to advise the mayor and
council on specific library matters as enumerated within.
2.63.020 Board Membership and Appointment
A. Board Composition
1. The Yelm Library Advisory Board shall consist of five members appointed
by the mayor. Board members shall be appointed on the basis of
demonstrated interest in, or knowledge and support of public libraries and
serve without compensation for their service.
2. Three of the members appointed to a position on the Board shall be either
a resident of the City of Yelm or shall own property inside the City limits or
shall have a current City of Yelm business license. The remaining two
members shall reside within either the Yelm or Rainier school districts.

B. Terms
The terms for all positions on the Board shall be five years and shall
expire on December 1 of the last year of the term. The expiration year of
position terms on the Board shall be staggered so not more than one
position expires in the same year. No member shall serve more than two
consecutive terms, except a person appointed to fill an unexpired term of
less than two years.
2. At its discretion, the Board may, with the approval of the mayor, designate
a representative of the Yelm Friends of the Library Association to serve
as a non - voting, ex- officio member of the Board.
2.63.030 Meetings -Rules of Procedure
A. The Yelm Library Advisory Board shall hold meetings at regular intervals as
provided in the bylaws adopted by the board and shall meet not less
frequently than every ninety days. Bylaws shall include provisions for the
date and time of meetings. Members of the board shall select a chairperson
from among themselves and such other officers as they may deem necessary
and may establish rules for the conduct of their meetings and business of the
Board. Such rules shall provide that all board meetings shall be open to the
public and comply with provisions of the State Open Meetings Act. Upon
adoption, the bylaws, which govern actions of the Board, shall be filed with
the City Clerk.
B. Minutes shall be kept of the proceedings of all meetings, findings, and
determinations, and shall be made available to the public, upon request. A
copy thereof shall be transmitted to the City Clerk's office for retention and
distribution as deemed appropriate.
2.63.040 Responsibilities
It shall be the responsibility of the Yelm Library Advisory Board to make studies,
reports, and recommendations and serve as an advisory body to the mayor and city
council in all matters relative to:
A. The need for acquisition, utilization, care, maintenance and disposition of the
library building or buildings and all property or equipment pertaining to or
associated with library purposes which is or is intended to be owned by the
City of Yelm.
B. Periodically evaluate, advise and make recommendations to the mayor and
the city council regarding the relationship between the City of Yelm and
Timberland Regional Library District (TRL). Such evaluation, feedback and
recommendations shall be relative to the scope and quality of library services
provided through various programs, budget, operational and strategic plans
of the Timberland Regional Library District.

C. Evaluate legislative issues before the Washington State Legislature related to
library matters, which may impact the City of Yelm, property owners within
the City of Yelm, and /or patrons of the Timberland Regional Library District.
D. Serve as liaison between citizens and the mayor and city council on library -
related issues.
E. Review, advise and make recommendations to the Mayor and the city council
on rules and regulations governing the use of the library, its building(s) and
grounds, and such equipment owned by the City of Yelm.
2.63.050 Relationship between the Yelm Library Advisory Board and Mayor and
City Council
The Yelm Library Advisory Board shall be an advisory board for the Mayor and
City Council on matters and issues related to library services in the City of Yelm.
A. Yelm Library Advisory Board members are encouraged to attend city council
meetings whenever possible and especially when any matters or issues
relating to library services are before the council.
B. The mayor may appoint a city staff member to act as liaison to the Board.
2.63.060 Relationship between Yelm Library Advisory Board and Timberland
Regional Library Board
The Yelm Timberland Librarian will serve as Timberland Regional Library Board
liaison to the Yelm Library Advisory Board.
2.63.070 Relationship between Yelm Library Advisory Board and Other Bodies
The Yelm Library Advisory Board will participate in joint projects with other
advisory bodies, agencies and jurisdictions as deemed appropriate by the city council or
mayor.
2.63.080 Gifts
All gifts of money or property made for the benefit of the library, the library
building(s) or equipment, and all equipment and other property donated for library
purposes, whether through the Yelm Library Advisory Board or to the city directly, shall
become the property of the city, held for library purposes and subject to the discretion of
a majority of the city council, or to the discretion of the mayor when so authorized by the
council, as to any subsequent sale or disposition of any such property or investment of
any such money.
This section is not intended to include gifts made directly to the Timberland Regional
Library or gifts made to other non - profit groups who may support the Yelm Timberland
Library.

Section 2. This ordinance shall be in full force and effect from and after its passage,
approval and publication as provided by law.
