4 F Site Illumination
4F.010 General
All new commercial or residential subdivisions, short plats or property
development requiring review by the City shall provide Site Illumination in
accordance with these standards for such improvements
4F.020 Standards
Walkways and Paths shall be illuminated to a minimum of 2 foot candles, entries to 4 foot candles (Design Guidelines II.A (2)
All parking lots shall be illuminated to a minimum of .5 foot candles. Parking Garages shall comply with the applicable Lighting Section of the WEC.
However, at no time shall the illumination levels exceed 0.1 foot candle at 5 feet past the edge of the property line(s).
Fixtures shall be non glare and shielded
Fixtures shall be mounted a maximum of 20 feet above grade (Design Guidelines III.C.(2)b
Fixtures in Districts Zoned C-2, C-3 may be mounted at 30 feet above grade, if the total watt/square foot allowed under the WEC is reduced by 20%. Industrial Zones may have fixtures
mounted at 40 feet above grade, if the total watt/square foot allowed under the WEC is reduced by 20%.
Light poles for illumination of athletic fields on new and existing public school (Institutional Zones) or Special Use sites may exceed the maximum permitted height set forth in subsection
above, up to a maximum height of one hundred (100) feet, where determined by the Director to be necessary to ensure adequate illumination and where the Director determines that impacts
from light and glare are minimized to the greatest extent practicable.
The applicant shall submit an engineer's report defining the impacts of light and glare and how they are mitigated, and
When proposed light poles are reviewed as part of a project being reviewed pursuant to Chapter 17.84 Site Plan Review, and requiring a SEPA determination, the applicant must demonstrate
that the additional height contributes to a reduction in impacts from light and glare, or
When proposed light poles are not included in a proposal being reviewed pursuant to Chapter 17.84 the Director may permit the additional height as a Special Use subject to Chapter 17.66,
Sign Lighting shall meet lighting requirements of the Sign Code (15.24 ) and WEC (Washington State Energy Code).
Exterior lighting shall conform to the WEC (Washington State Energy Code) .
The applicant shall submit a lighting plan and documents demonstrating compliance with applicable Sections and Codes.
