Refer to WSDOT Design Manual M 22-01, Chapter 1600, attached. Upon inspection of the slope, the slope is actually 2H (Horizontal): 1V (Vertical). The WSDOT Manual states a definition of nonrecoverable fill slope is steeper than 4H:1V, but not steeper than 3H:1V are considered nonrecoverable. At a minimum, an extruded curb to protect vehicles and pedestrians would be needed.
