Brown:The City has inspected your site for completion of site plan review requirements required for the construction of a storage building permitted by site plan review approval 20110167. This is the final punchlist for the project.The disturbed pavement in the previous car lot area shall be repaired to the standards of the City of Yelm development guidelines .If the paved area on Parcel B is to be used for parking, striping is required. The required pedestrian access between the existing auto repair business to the subject parcel must be completed.All roof drains must drain into individual drywells. All unpermitted temporary structures shall be removed. All construction debris shall be removed from the site and properly disposed. The required 8 foot type II landscape strips on the south, east and north property lines of Parcel B shall be restored, to include a combination of evergreen and deciduous trees (with no more than 50% being deciduous) and shrubs.Required setbacks shall be maintained from all property lines to the building. In relation to building setbacks, it appears that building was not constructed in the location approved on the plans and does not meet the required 20 foot setback to the parcel on which the storm pond is constructed. At the time of the building setback inspection, the setbacks were measured to property lines as you located them, but it became clear during the final inspection of the landscaping that the property line you identified was incorrect. It appears that the building is approximately 6 feet from the property line. As the site is adjacent to a stormwater facility and there can be no structures located on the adjacent parcel, the City is willing to allow a reduced setback along this property line provided that you provide mitigation measures to reduce the impact of the reduced setback, as follows:A survey shows that the building is not located closer than 5 feet to the property line, or the standards of the International Fire Code for fire resistive construction shall be met.A restrictive covenant shall be filed for the storm parcel that prohibits any buildings to be constructed on the parcel. Enhanced landscaping that meets the design guidelines requirements for softening a blank wall shall be provided between the property line and the building. A plan for this landscaping will be required to be approved by the Community Development Department and, if the landscaping is not to be installed prior to occupancy of the building, assigned savings in the amount of 150% of the anticipated cost of installation and 3 year maintenance of the landscaping shall be provided. The plan may include elements such as installing a vertical trellis in front of the wall with climbing vines or plant materials, or a landscaped planting bed at least 5-feet wide or raised planter bed at least 2-feet high and 3-feet wide in front of the wall, with plants that obscure or screen at least 35% of the walls surfacePlease call the Community Development Department after the above conditions are complete to request a re-inspection.
