Mayor Harding called the meeting to order at 6:00 p.m.
2. Roll Call. Present: J.W. Foster, Joe Baker, Bob Isom, Mike McGowan, Ken
Garmann and Russ Hendrickson. Excused: Tracey Wood
3. Agenda Approval
12-71 MOTION BY RUSS HENDRICKSON APPROVING THE AGENDA AS
PRESENTED. CARRIED.
4. Special Presentations
Yelm Farmers Market, Geana Henkes, 2012 Market Manager provided a power
point presentation recapping the successful 1St year of the Yelm Market. Photo
showed the vendors from 13 farms, 5 rotating artists, 4 food producers and the
300-400 visitors per day enjoying the demonstrations and the opportunity to
purchase local goods. Ninety percent of the produce came from local farms.
Geana thanked the Mayor, Council and staff for the support and reported the
market broke even financially. The Market is looking at possible changes for next
year including Geana stepping down as manager but remaining involved as a
vendor and a member of a newly formed Market Board. Other changes have been
proposed regarding location, days of operation, target advertising and ability to
take payment by debit/credit and food stamps for future growth.
Mayor thanked Geana for her leadership and the ease of which to work with.
Point of order, JW Foster stated the camera was not tracking on the speaker
during the presentation. Grant stated that the cameras are working as designed.

TCYFL Yelm Tornados 2012. Mayor Harding was previously presented with a
plaque from Thurston County Youth Football League thanking the City for work
assisting them and the Longmire Park facility. Plaque will be displayed at City Hall.

8. New Business - 2012-2013 Legislative Lobbyist Service Contract
a. Grant Beck presented the contract on behalf of the work completed by Shelly
Badger and the Mayor who have been working with lobbyists, Collins and Gjurasic
for the 2012-2013 legislative session to benefit the City of Yelm. Both are
acquainted with local issues since working with City of Yelm since 2005 including
SR 510 Loop, acquire right of way and secure capital funds for restrooms at
Longmire Park. Scope includes funding for continuation of the Loop, monitoring
water and reclaimed water issues and provides assistance in identifying funding
opportunities for capital projects. Service and expense compensated from Arterial

Street and Water funds not to exceed $28,000 for the period of the legislative
session, November 15 - May 31, 2013. Mayor added appreciative of this resource
for unforeseen bills that may come up during the session.
12-73 MOTION BY BOB ISOM AUTHORIZING MAYOR HARDING TO SIGN A
LEGISLATIVE SERVICES CONTRACT TO ENGAGE DAVOR G3URASIC AND
KATHLEEN COLLINS TO LOBBY ISSUES OF BENEFIT TO THE CITY OF YELM
FROM NOVEMBER 15, 2012 THROUGH MAY 31, 2013. CARRIED.
b. Resolution No. 535 Small Works Roster for Public Works and Consultant
Roster for Architectural, Engineering and Other Services.
Tim Peterson presented MRSC Roster contract to replace the City's limited Small
Works Roster and procedure, thereby increasing the pool of resources and
decreasing costs when locating vendors for services. Mayor added that using
MRSC hosted pool provides a much larger resource to draw from this statewide
roster for both public works and consultant services.
Councilmember Foster asked if MRSC oversees the requirement to use companies
with specific hiring practice when utilizing federal grant funding. Any projects over
$300,000 will require going out to bid.
12-74 MOTION BY BOB ISOM AUTHORIZING MAYOR HARDING TO SIGN
RESOLUTION NO. 535 MUNICIPAL RESEARCH AND SERVICES CENTER OF
WASHINGTON (MRSC) ONLINE DATABASE FOR THE CITY OF YELM FOR
SMALL PUBLIC WORKS CONTRACTS AND CONSULTING SERVICES.
CARRIED.

10. Mayor and Council Initiatives
Councilmember Foster attended the Thurston County Solid Waste Advisory
Committee meeting and reported that the committee made the recommendation
to the County Commissioners to move forward to develop wording for a plastic
bag ban in Thurston County for further action. Provided additional materials via
email to Council on their findings. TC Solid Waste plans to visit each city for
another presentation, recommend Council review the materials before the next
presentation.
Councilmember Baker attended the Intercity Transit Board meeting approving
discounted bus passes for select locations including, senior retirement facilities.
Reported that October was the highest ridership in the year and second highest in
Intercity Transit history. Hawks Prairie Park and Ride should be complete by
middle of December. Currently have 212 vanpools in service with an additional 5
by end of year.
Councilmember Isom attended the TRPC meeting where they adopted the
updated population forecast allocation for cities and towns for Thurston County
and draft executive employment agreement. Amended the 2012 budget by
resolution and had the first viewing of the 2013 draft work funding program. Also
reviewed Regional Coordinated Public Transit Human Services Transportation Plan
update. TRPC staff asked Councils to promote with materials they will provide. He
suggested presentations at Yelm Senior Center and Library. Legislative strategies
on projects.
Mayor Harding agreed to coordinate with TRPC and staff to acquire the materials
to facilitate the time vs. dollars match.

Councilmember McGowan TC HOME is off for the Veteran's Day holiday.
Reminder of Salmon Run opening on Thursday.
Councilmember Garmann no report.
Councilmember Hendrickson attended the Yelm Emergency Management
meeting, discussed developing a critical persons list through coordination with
area churches to help those in need during that time. Attended Chamber meeting
with a presentation by Bill McGregor, Port Commissioner.
Mayor Harding added staff has been developing emergency management plan.
