A RESOLUTION of the City Council of the City of Yelm, Washington,
authorizing Thurston County, qualified by U.S. Department of Housing and
Urban Development (herein after called HUD) as an Urban County, to carry
out essential community renewal and lower- income housing assistance
activities within the City of Yelm, a participating unit of general local
government in the urban region.
WHEREAS, Section 104 (b) of Title I of the Housing and Community Development Act of
1974, as amended, provides that Community Development Block Grant ( "CDBG ") funds may be
used for the support of activities that provide decent housing and suitable living environments
and expanded economic opportunities principally for persons of low and - moderate - income; and
WHEREAS, Thurston County notified HUD of its intent to participate as an Urban County
under the CDGB program as of the federal fiscal year 2013 through 2015 and subsequent years
as approved; and
WHEREAS, HUD has previously determined that Thurston County qualifies as an Urban
County and is eligible to become a CDBG Entitlement grantee; and
WHEREAS, for new Urban Counties, HUD must initially determine whether Thurston County,
as the Lead Entity, is authorized to carry out essential community renewal and lower- income
housing assistance activities within each of the county's participating units of general local
government; and
WHEREAS, Thurston County and each of the cities within Thurston County are authorized to
carry out essential community renewal and lower- income housing assistance pursuant to chapter
35.82 RCW; and
WHEREAS, a municipality may elect to have its community renewal and lower- income housing
assistance authorities exercised jointly and /or in cooperation with the County pursuant to RCW
35.82.100; and
WHEREAS, the City of Yelm has agreed to participate in the Urban County; and
WHEREAS, the City of Yelm has community renewal project powers under state law; and
WHEREAS, the City of Yelm has determined that it is in the public interest to have Thurston
County exercise its community renewal powers within the City;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
YELM AS FOLLOWS:

Section I. It is in the public interest of the City of Yelm to allow Thurston County, as the
CDBG recipient for the Urban County as recognized by HUD, to exercise its community
renewal project powers within the City.
Section II. Pursuant to RCW 35.82.100, Thurston County, as the CDBG recipient for the
Urban County as recognized by HUD, is authorized to carry out essential community
renewal and lower- income housing assistance activities within the City of Yelm, a
participating unit of general local government in the Urban County, in accordance with
the terms of the Interlocal Cooperation Agreement between Thurston County and the City
of Yelm, to participate and receive funds under the Federal Community Development
Block Grant Entitlement Program.
Section III. This RESOLUTION shall become effective immediately upon adoption and
signature as provided by law and shall remain in effect as long as the City of Yelm agrees
to participate in the Urban County, and is therefore eligible to receive CDBG Entitlement
funds.
