1. The meeting started at 6:00 p.m.
2. Roll Call. Present: J.W. Foster, Joe Baker Mike McGowan, Tracey Wood, Russ
Hendrickson and Ken Garmann. Excused: Bob Isom and Mayor Harding.
13-01 MOTION BY RUSS HENDRICKSON NOMINATING COUNCILMEMBER JOE
BAKER AS MAYOR PRO TEM FOR THIS COUNCIL MEETING.
COUNCILMEMBER BAKER ACCEPTED. CARRIED.
3. Agenda Approval
13-02 MOTION BY MIKE MCGOWAN APPROVING THE AGENDA AS PRESENTED.
CARRIED.
4. Special Presentations - none scheduled
5. Public Comment - Steve Craig would like to make an announcement to the
Council but would like to be moved to the end of the meeting so that the rest of
his party could arrive.

13-03 MOTION BY MIKE MCGOWAN APPROVING THE CONSENT AGENDA AS
PRESENTED. CARRIED.

8. New Business -
a. Historical Preservation Commission Appointment 2013
Mayor Pro Tem Baker stated he personally knows both incumbents and would
recommend the reappointment of Floyd W. Cummings and Gene Coulter to the
Historical Preservation Commission. In December 2012, the Historical Commission
had two term expirations. The vacancy and term expirations were advertised in
the Nisqually Valley News pursuant to the Yelm City Council's Protocol Manual.
Additionally the announcement was sent to all board and commission
chairpersons. The Community Development Department received two applications
from the incumbents.
13-04 MOTION BY MIKE MCGOWAN TO CONFIRM THE APPOINTMENT OF
INCUMBENTS FLOYD W. CUMMINGS AND GENE COULTER TO FILL THE
EXPIRED TERM POSITIONS ON THE HISTORICAL PRESERVATION
COMMISSION. CARRIED.

10. Mayor and Council Initiatives
Councilmember Baker attended the Yelm Adult Community Center meeting and
reported there will be an Auction held on September 28, 2013 and donations for
the auction are gladly accepted and encouraged. Councilmember Baker also
attended the Intercity Transit Board meeting.
Councilmember Wood attended the TComm 911 Admin Board meeting and
reported continued progress on the switch to the narrow band system.
Councilmember Hendrickson attended the Medic One meeting.

Comcast Triple Play Packages price increase effective February 1, 2013
Cameron Jayne, owner of The Triad Theater thanked the City for the letter of
support they submitted for the grant application. The Triad Theater was awarded
a $5,000 Heritage Grant and will be installing a new bathroom in the building with
the grant money. Steve Craig also thanked the City of Yelm for the support given
to The Triad Theater.
