Re: East Gateway Environmental Impact Statement(EIS) -Yelm,WA

Dear Grant:
As a follow up to our meeting on December 12, 2012, I am requesting that the City initiate the formal EIS
scoping process associated with the commercial properties identified in the East Gateway study
boundary. In order to initiate this request, we have enclosed the following materials:
• Application fee of$750
• Project description of the proposed action
• Exhibit showing the project study area
In addition, it is our understanding that once the application is in process,the following steps will
commence:
Initial Scopin�
• A draft scoping document will be prepared that will include detailed descriptions of the
following build alternatives:
o Maximum buildout of commercial area as a coordinated development (highest use and
traffic potential;)
o Commercial properties developing as single parcel sites assuming less site coverage and
buildable area;
o No-build alternative.
• Each of the alternatives will be analyzed for potential impacts for a 20-year planning horizon. It
is assumed that the key areas of the EIS will include a detailed traffic analysis and mitigation
program and a more programmatic review of storm water and groundwater impacts. The
transportation element will also include the development of an integrated street network and
improvement plan that will accommodate the commercial buildout for this area of the city.

Final Scoping Document :���� � �
• Once the draft scoping document is reviewed and approved by the City, SCJ will s ��up a �
meeting with WSDOT to present the scope and process to complete the EIS. � `
• SCJ will incorporate comments from WSDOT and submit the final scoping documer���h�ETtq------------

• City staff will provide the public notice and request written comments on the scope. We
anticipate a 21-day comment period.
• Following the close of the comment period, SCJ will meet with the City to review comments and
incorporate changes, if any.
• SG will prepare the draft EIS with a detailed focus on transportation. City involvement will
include periodic meetings with the EIS team and other jurisdictions. The City does not anticipate
a lot of staff involvement and will be relying on SCJ to facilitate the process.

welcome any comments and edits.
