20130102 Project Description 01072013 � � � �� `�HEA, — GARR — ..1EWELt_ ENGiNEERfNG ANd PLANNWG SERVICES East Gateway Commercial Area Development Prc��►��r��a��i� Et�vironmer�tal Im��ct St�t�rnen� (EIS) Yelm, WA Project Description The East Gateway commercial area is comprised of approximately forty-six (46) acres of undeveloped property located in the eastern portion of the City of Yelm's commercially zoned district. The project area includes seven distinct parcels of land owned by several independent property and business owners. The properties are situated mostly along the SR 507 (Yelm Avenue E)corridor, east of Yelm Creek and include areas just east of the SR 510(Yelm Bypass) intersection. The attached exhibit shows the boundary area and project vicinity. The properties are within a commercially designated land-use area and could develop with a variety of uses, such as general retail, restaurants, professional office, big-box facilities and others that are allowed by the City of Yelm code. The intent of this proposal is to identify the highest and best use as an integrated development for this area of Yelm. The potential build-out of the properties will be dependent upon market and economic factors but it is likely that these properties could realize their full development potential within the next 10-15 years. At full build-out, it is predicted that the commercial development will generate more than 2,000 evening peak hour vehicle trips and 20,000—22,000 daily vehicle trips. The potential traffic increase will have a measureable impact on the City's transportation system and this proposal will identify the strategies and system improvements necessary to accommodate the projected traffic increase. The traffic impacts and mitigation strategies will be addressed in a comprehensive transportation element that will be part of the EIS document.
