20130102 Scoping Notice w_attach 012820130— R I ��TYIIW! 11►M City of Yelm Community Development Department 105 Yelm Avenue West Yelm, WA 98597 East Gateway Environmental Impact Statement (EIS) — Yelm, WA Determination of Significance and request for comments on the Environmental Impact Statement Scope of Work The City of Yelm has received a request to prepare a non - project (programmatic) EIS for selected commercial properties located at the eastern City limit border. The EIS will assist in identifying potential impacts and possible mitigation measures for the development of this commercial area. The programmatic EIS will help guide the City and property owners in formal development and implementation of mitigation measures. There is no application for development on these properties at this time. The commercial area is comprised of approximately forty -six (46) acres of undeveloped property located in the eastern portion of the City's commercial district. The properties are situated mostly along the State Route 507 Corridor, east of Yelm Creek. The Yelm Community Development Department will be coordinating the preparation of the EIS. This Determination of Significance and Scoping Notice summarizes possible development potential of the properties, elements of the environment to be addressed, and opportunities and methods for submitting comments. These opportunities will also be published in area newspapers and posted on the City's website. Alternative 1: Maximum build out of commercial area as a coordinated development (highest use and traffic potential.) Alternative 2: Commercial properties developing as single parcel sites assuming less site coverage and buildable area. Location: Properties included in this review are located on the north and south side of SR 507, east of Creek Street and Yelm Creek, west and south of the Walmart Way, in a portion of Section 29, Township 17 North, Range 2 East, Willamette Meridian; Thurston County, WA. Environment to be studied: Built Environment — Transportation systems, vehicular traffic, the movement/circulation of people or goods, and traffic hazards. Scoping: Agencies, Tribes, and members of the public are invited to participate in the scoping process for the East Gateway Environmental Impact Statement by commenting on the preliminary alternatives, the elements of the environment to be studied, and the area of impact to be studied.
