329 Budget 1987TOWN OF YELM ORDINANCE NO. 32 AN ORDINANCE adopting the budget; making appropria tions and authorizing expenditures for the opera- tion of all municipal governmental functions and offices for the calendar year beginning January 1, 1987; and providing an effective date. BE IT ORDAINED AND ESTABLISHED BY THE COUNCIL OF THE TOWN OF YELM, THURSTON COUNTY, WASHINGTON, as follows: Section 1. A new fund in the Budget of the Town is hereby established, to be denominated "Department of Communi- ty Development Grant ", and referred to for brevity alterna- tively as "DCDG". This said fund is to be used as an ac- counting and budgeting device and vehicle, in order to effec- tuate and carry into effect the program implemented under Resolution No. 173 (1986), relating to municipal rehabilita- tion and revitalization. Deposits or credits thereto shall be made in the ordinary course of business and as funds ear- marked therefor shall be received. Disbursements therefrom shall be made as hereafter authorized by the Town Council. Section 2. That certain fund heretofore known as the "Economic Authority Assistance Redemption Fund" (EAA Red.), and utilized during calendar 1986 and in connection with the 1986 Budget is hereby abolished and closed, and the funds credited thereto are hereby transferred to the Water Fund for calendar 1987, for those purposes for which such fund exists. Section 3. That certain fund heretofore known as the "Parks Reserve Fund" and utilized during calendar 1986 in connection with the 1986 Budget is hereby abolished, and the funds credited thereto are hereby transferred to the Current Fund for use in calendar 1987, for those purposes for which that fund is provided. Section 4. Federal Revenue Sharing having been terminat- ed as an income source and as a federal program by action of the Congress, that certain fund heretofore known as the "Fed- eral Revenue Sharing Fund" and utilized during calendar 1986 in connection with the 1986 Budget is hereby abolished, and the funds credited thereto are hereby transferred to the Water Fund for calendar 1987, for those purposes for which such lat- ter fund is provided. Section 5. With the exceptions set forth hereinbefore in Sections 1 through 4 hereof, each and every fund extant in calendar 1986 and set forth in the Town's 1986 Budget (Ordin- ance No. 310 (1985) and its annexed appendices I and II shall continue in use for budgeting and accounting purposes during calendar 1987. Section 6. The monies in the several funds of the Town Treasury above referred to and identified in Appendix I an- nexed hereto and by this reference incorporated herein as though here fully set forth, or so much thereof as shall be found necessary, are hereby budgeted and appropriated for the calendar year 1987, for the purposes for which the said funds have been established and maintained. Section 7. The 1987 monthly salaries and 1987 hourly salary rates for officers and employees of the Town of Yelm shall be, and the same hereby are fixed and established as set forth in the "1987 Salary Schedule" annexed hereto as Ap- pendix II hereof, which Appendix is by this reference incorpor- ated herein as though here fully set forth. Section 8. This Ordinance, and the Budget and Salary Schedule annexed hereto and comprising Appendices I and II, shall take effect January 1., 1987. Hon. A P P E N D I X II (CONTINUED) 1:��► �iyl�ir.9 SICK LEAVE, ALL FULL -TIME EMPLOYEES: (145 hours per month or more) Sick leave will be accumulated at the rate of one (1) day per month. Upon termination of employment for reasons other than dismissal for misfeasance or malfeasance, each employee will be paid for twenty -five percent (250) of the total number of days accumulated sick leave at the rate of pay applicable for such employee at the time of termination; provided; however, payment for accumulated sick leave shall not exceed an amount equal to two months full salary or equivalent wage. PAID VACATION, ALL FULL -TIME EMPLOYEES: (145 hours per month or more) After one (1) year of employment - (8) eight work days After two (2) years of employment - (10) ten work days After three (3) years of employment - (12) twelve work days Five or more years (12) twelve work days plus (1) one work day for each year of service beyond four years. HOLIDAYS, ALL FULL -TIME EMPLOYEES: (145 hours per month or more) The following are paid holidays: The first day of January, commonly called New Years Day The third Monday in January honoring Martin Luther King Day The third Monday in February, being celebrated as President's Day The last Monday of May, commonly known as Memorial Day The fourth day of July, being the anniversary of the Declaration of Independence The first Monday in September to be known as Labor Day The eleventh day of November, to be known as Veteran's Day The fourth Thursday in November, to be known as Thanksgiving Day The day immediately following Thanksgiving Day The twenty -fifth of December, commonly called Christmas Day One "Floating Day" * ** *Police Officers shall be entitled to one compensatory day off for each holiday worked.
