ORDINANCE NO. 327
AN ORDINANCE amending Town of Yelm Ordinance No. 310
and the Town of Yelm Budget and Employee Salary Schedule
for the calendar year 1986.
WHEREAS, the Town Council has heretofore stated a policy
of encouraging and promoting revitalization and rehabilita-
tion of the downtown area of Yelm, and of certain adjacent
areas; and
WHEREAS, the Town Council has sought and been awarded
a Block Grant designed to facilitate such policy and objec-
tive; and
WHEREAS, Resolution No. 173 has heretofore been adopted
by vote of the Town Council on the 10th day of September,
1986, as enabling legislation for the said municipal reha-
bilitation program; and
WHEREAS, certain rehabilitation projects have been
applied for and approved and are now under construction,
pursuant to the Block Grant Program and Resolution No. 173;
and
WHEREAS, certain construction debts have been incurred
and are now payable for the initial projects undertaken under
the aforesaid program; and
WHEREAS, anticipated funds designed to pay these construc-
tion costs and expenses, and constituting a part to the afore-
said grant are anticipated but have not yet been received; and
WHEREAS, these expenses could not have been anticipated
at the Council's adoption of the 1986 Budget, as the Grant
had not yet been awarded to the Town, but must nevertheless
be provided for and paid on an interim basis, and an emergen-
cy exists as a result thereof;
NOW, THEREFORE, BE IT ORDAINED AND ESTABLISHED BY THE COUN-
CIL OF THE TOWN OF YELM, THURSTON COUNTY, WASHINGTON, as follows:
Section 1. Town of Yelm Ordinance No. 310 and the
Town of Yelm Budget for the calendar year 1986 should be, and
the same hereby is amended to provide that the monies and pro-
jections in the Town funds hereinafter set forth, or so much
thereof as may be necessary, are hereby budgeted and appropri-
ated for the calendar year 1986, for the purposes for which
each said fund has been established and maintained:

Section 2. The totals in Appendix I annexed to the
said prior Ordinance No. 310 should be and hereby are amended
to reflect the above changes in the current expense fund.
Section 3. Except as specifically amended hereinbe-
fore, each and every remaining provision and particular of
Ordinance No. 310 and the 1986 Budget annexed as Appendix I
thereof should be and hereby is continued in full force and
effect;
Section 4. A State of Emergency is declared to
exist, necessitating immediate remedial action, and this
Ordinance shall take effect immediately upon its passage,
approval, and execution, after which publication shall
follow as soon as is practicable.
