The final scope is issued after the scoping process by the City of Yelm that included effort to solicit comment on the draft scope, which includes both the natural environment as well as the built environment. The determination of significance was published in the newspaper of record, mailed to the official SEPA contact for all agencies with jurisdiction and environmental expertise, Pierce County, and to affected tribes. Comments were received by the Washington State Department of Ecology and the Washington State Department of Transportation. The final scope, a description of what will be studied in the EIS, is not substantially different from the draft scope issued by the City of Yelm on February 22, 2013. Agency comments helped clarify the final scope. The applicant will now begin preparation of technical reports on which the draft EIS will be based. If you have any questions regarding the final scope of the EIS or the process being undertaken, please contact the Yelm Community Development Department.
