Subj: Final EIS Scope - East Gateway Environmental Impact Statement (EIS)
Attached is the final scope for the Environmental Impact Statement (EIS) to be prepared
for the non-project (programmatic) EIS for selected commercial properties located at the
eastern City limit border.
The final scope is issued after the scoping process by the City of Yelm that included
effort to solicit comment on the draft scope, which includes both the natural environment
as well as the built environment.
The determination of significance was published in the newspaper of record, mailed to
the official SEPA contact for all agencies with jurisdiction and environmental expertise,
Pierce County, and to affected tribes.
Comments were received by the Washington State Department of Ecology and the
Washington State Department of Transportation.
The final scope, a description of what will be studied in the EIS, is not substantially
different from the draft scope issued by the City of Yelm on February 22, 2013. Agency
comments helped clarify the final scope.
The applicant will now begin preparation of technical reports on which the draft EIS will
be based.

Final Scope, East Gateway Environmental Impact Statement
The impact analysis to be performed for the East Gateway Environmental Impact
Statement proposal and alternatives will address the following elements of the
environment. Impacts during construction and in the completed conditions will be
distinguished. Reasonable mitigation measures that would significantly mitigate
adverse impacts will be identified.
Natural Environment
Runoff/Absorption as the property is known to be impacted by high groundwater.
Built Environment
Built Environment — Transportation systems (built and planned), vehicular traffic, the
movement/circulation of people or goods, and traffic hazards.
