Initial Review of Civil – Site Construction Documents

The City of Yelm has completed the initial review of the proposed subdivision referenced above. Your application included:
Civil Engineering Review Application
Stormwater Drainage Report dated March 14, 2005
Construction plans dated March 14, 2005
We have reviewed the plans for compliance with the City of Yelm Development Guidelines, the DOE Stormwater Manual and general standards of civil engineering practice. The following
comments need to be addressed before the plans may be approved for construction. Our comments are summarized below:
Roadway and Drainage Plans:
Relocate the sidewalks to match the existing sidewalk. (Shift to the south 2 feet)
Burnett Road must be reconstructed from the center of right of way to curb line in front of the frontage.
Street trees on Burnett Road should be at 35 feet on center not 30 feet.
Add Burnett roadway section and structural section to plans. It should be 3” class B asphalt, 2” crushed and 8” ballast.
All stormwater piping needs at least 1.5’ of cover or use ductile iron for cover between 1.0 foot and 1.5 feet.
Add the 89th Ave structural section to the plans. It should be 2” class B asphalt, 2” crushed and 8” ballast.
The bioswale needs to be 2-4% in grade or install under drain for 1% slope.
Show mail box locations. The City has made a policy to only allow mailbox lock boxes.
Show street lights per mark up. PSE will do the design during the underground application.
Water and Sewer Plans and Details
At the 10” water main connection on Burnett Road you will have to place a 10” gate valve before beginning your extension. The symbol on the plan shows an existing gate valve and it
is really a blow off.
Check the Burnett Road water main callouts in plan view some refer to 8” is diameter.
The Burnett Road water main end of line valve and blow assembly should show a 10” gate valve.
Sheet 8 callout No. 6 should say 2 gate valves.
The existing well shall be abandoned per DOE requirements.
See redline plans for locations of lots 7, 8, 9 and 10 water meter boxes.
Please add a note to the plans stating where the stationing is derived from. It is either centerline of right of way or centerline of the roadway. This seems to be an area the surveyor
always seems to make the wrong assumption.
The irrigation meter must have an approved backflow assembly called out on the plans. No yard hydrants will be allowed any longer.
The existing sewer connection point on Burnett must have a valve to test against. If the valve is not same size as the sewer main it must be upgraded.
The “Clean-out” at Sta. 53+34 on Burnett Road will require a 3” Gate Valve.
An air vacuum will be required at the high point of the sewer main. This appears to be near the intersection of the Burnett Road and 89th Ave.
See redline drawings for revisions to the T intersection on 89th Ave.
The plans should have sewer details 7-2, 7-25, 7-3, 7-7, 7-12, 7-20 and 7-21.
Please submit fire hydrant calculations.
Stormwater Report:
Add drywell design and detail to the plan and report.
The report needs to clarify which type of stormwater storage and treatment is being designed.
The project is located in an aquifer sensitive area. All of Yelm is in this classification.
The infiltration pond infiltration rate appears to be increasing with stage storage elevation. How is this being accomplished? Add a paragraph in the report explaining this.
Landscape Plan:
The landscape plan was not submitted for review as part of this plan.
Conditions of Approval:
Please verify that you have met all the requirements from the conditions of approval.
Please review and revise the plans to address the above referenced comments. When the project is resubmitted you will need to submit 4 sets of plans, 2 stormwater reports. The project
engineer should include a written response with the resubmittal, indicating how all the review comments above have been addressed or responded to. This will
