Foster, Joe Baker, Bob Isom, Mike McGowan, Tracey Wood, Ken Garmann and Russ Hendrickson. 3. Agenda Approval 13-31 MOTION BY RUSS HENDRICKSON APPROVING THE AGENDA AS PRESENTED. CARRIED. 4. Special Presentations - none scheduled 5. Public Comment - no comment 6. Consent Agenda Minutes - Regular Meeting April 9, 2013. Payables - Checks #60186 - #60253 Totaling $190,431.86 13-32 MOTION BY BOB ISOM APPROVING THE CONSENT AGENDA AS PRESENTED. CARRIED. Public Hearing - none scheduled 8. New Business - a. Mosman Avenue Realignment Project Supplemental Engineering Services Stephanie Ray explained that during the final stages of design of the Mosman Avenue Project, modifications were made to accommodate the new City Park Master Park Plan. The Master Park Plan required extra design and engineering time related to the parking lot layout, access, park frontage improvements, and potential utility conflicts. The engineering work also included modified design iterations related to right of way acquisition and additional right of way meetings. The extra time and effort incurred by Gray and Osborne staff regarding these additional items is reflected in the supplement. Fund 316 Roads/Streets Construction will support the expenditure. 13-33 MOTION BY BOB ISOM AUTHORIZING MAYOR HARDING TO SIGN TRANSPORTATION IMPROVEMENT BOARD SUPPLEMENT NO. 2 WITH GRAY & OSBORNE, INC. IN THE AMOUNT OF (ELEVEN THOUSAND NINE HUNDRED FIFTY DOLLARS AND NO CENTS) $11,950.00 FOR ENGINEERING SERVICES RELATED TO THE CITY'S MOSMAN AVENUE REALIGNMENT PROJECT. CARRIED. b. Fair Game Sports Bar & Grill Cabaret License Lori Mossman reported that a Cabaret License application had been received for Fair Game Sports Bar & Grill located at 113 Yelm Ave. SE (formerly Willoughby's). Yelm Municipal Code states any establishment serving alcoholic beverages as well as providing live music entertainment is required to apply for a Cabaret License. Police Chief Stancil has reviewed and approved the application. 13-34 MOTION BY TRACEY WOOD APPROVING THE APPLICATION FROM MARK VALERIO TO OBTAIN A CABARET LICENSE FOR FAIR GAME SPORTS BAR & GRILL LOCATED AT 113 YELM AVE. E. (FORMERLY WILLOUGHBY'S) YELM, WA 98597. CARRIED. Page 1 of 2 9. Old Business - none scheduled 10. Mayor and Council Initiatives Councilmember Foster attended the Nisqually River Council meeting and the Yelm Finance Committee meeting. Councilmember Isom appeared before the House Transportation Committee to testify on House Bill 1954, which passed and is moving forward. That Bill has funding for the SR 510 Loop project. It still has quite a process to complete before we would see funding. Councilmember Isom attended an interesting Sustainable Thurston meeting where they discussed goals of the group and future accomplishments. Councilmember McGowan attended the Yelm Finance Committee meeting and reported the City's First Quarter report is on track and maybe even a little bit better than expected due to building in the community. Councilmember McGowan also attended the Thurston County HOME Consortium with Mayor Harding. Mayor Harding stated Councilmember McGowan did a fantastic job representing the City of Yelm's point of view. Mayor Harding attended the Special Meeting at Joint Base Lewis McCord (JBLM) regarding possibly downsizing due to the 2011 Budget Act. A reduction of 80,000 troops expected over the next couple of years. There is a community wide outreach nationwide soliciting feedback from the various communities and the impact this proposed downsizing would have on them. The City of Yelm will submit a letter that talks about our community and the positive impacts that JBLM has on it. Shelly Badger reminded everyone of the Arbor Day Celebration on Friday and the Home and Garden this weekend at the Yelm High School. Joe Baker thanked Tami Merriman, Associate Planner for thoroughly answering questions he had regarding a project on Berry Valley Road. Councilmember Baker stated Council should be proud of our staff. 11. EXECUTIVE SESSION - none scheduled 12.
