ORDINANCE NO. 973
AN ORDINANCE AMENDING THE YELM COMPREHENSIVE PLAN,
CHAPTER X CAPITAL FACILITIES PLAN
WHEREAS, The City of Yelm is required to plan under RCW 36.70A.040; and
WHEREAS, in compliance with the Washington State Growth Management Act,
Chapter 36.70A RCW, the City of Yelm adopted a Comprehensive Plan in 1994, and
has amended the plan on several occasions since that time; and
WHEREAS, in accordance with the Growth Management Act, an adopted
Comprehensive Plan shall include a list of capital facilities needed to accommodate
both the 10 year and 20 year anticipated growth within the City and its urban growth
area; and
WHEREAS, the Community Development Department prepared a draft proposed
update to the Comprehensive Plan that includes the capital facilities identified in the
2008 Parks Plan, the 2009 Transportation Plan, the 2009 Water System Plan, and the
draft General Sewer Plan; and
WHEREAS, the public review process for the proposed amendments included a Public
Hearing before the Yelm Planning Commission, official notices for written public
comment, and posting information to the City of Yelm website; and
WHEREAS, the Planning Commission held a duly advertised public hearing on the
proposed amendments on June 17, 2013, at which time accepted comments, and
WHEREAS, the Commission reviewed all comments on the proposed update and voted
to recommend that the Yelm City Council adopt the proposed comprehensive plan
amendment, and
WHEREAS, the Yelm City Council considered the recommendation of the Yelm
Planning Commission on June 25, 2013, and
WHEREAS, the Council finds it necessary and in the public interest that the Yelm
Comprehensive Plan be amended as indicated below;
NOW, THEREFORE, THE YELM CITY COUNCIL DOES ORDAIN AS FOLLOWS:
Section 1. The Yelm Comprehensive Plan Chapter X (Yelm Capital Facilities Plan),
Table 3: 10 -Year Capital Facilities Plan Summary is repealed and replaced with the
updated table as identified in Attachment A to this Ordinance.
Section 2. The Yelm Comprehensive Plan Chapter X (Yelm Capital Facilities Plan),
Table 4: Long Term Capital Facilities Needs is repealed and replaced with the updated
table as identified in Attachment B to this Ordinance.
Section 3. Severability. If any provisions of this Ordinance or its application to any
person or circumstance is held invalid, the remainder of the Ordinance or the application
of the provision to other persons or circumstances is not affected.
Section 4. The Ordinance shall be in full force and effect and after its passage,
approval, and publication as provided by law.
