1. Mayor Pro -tem Bob Isom called the meeting to order at 5:00 p.m.
2. Present: JW Foster, Tracey Wood, Ken Garmann, Russ Hendrickson.
Mike McGowan arrived at 5:45 p.m.
Staff: Shelly Badger, Stephanie Ray, Ryan Johnstone and Tami Merriman.
Guest: Geoff Dillard, RH2. Mayor Harding arrived at 5:50 pm.
3. Agenda Approval.
4. SW Well 1A Update. City of Yelm, Programs and Projects Manager presented Geoff
Dillard, RH2 who provided a design review of the SW 1A Well facility options. A 3-D
design model and power point presentation provided a look at the facility, treatment
equipment and reservoir options; results of the well pilot study including water quality,
capacity, filter media, filter loading rate, backwash frequency quantities, chlorine
demand and corrosion control. There was discussion on the reservoir design best suited
for the site including security considerations, cost and advantages of each and
consideration for storage and transport of the treatment byproduct versus processing
through the biological step system. Council consensus to move forward with preferred
design, requesting additional cost detail for booster pump before final selection. Next
phase will be to finalize design and move into permitting.

2012 Development Update. Tami Merriman, Community Development Associate
Planner, provided a review of 2012 projects processed through development and an
update of current projects in 2013 accompanied by maps of commercial and residential
projects currently in construction. Report included comparison of number of building
permits issued from 2000, number of business licenses reviewed, listing of new
businesses, projects reviewed and projects under construction for 2012 and 2013.
6. Mayor Report and Council Initiatives.
Mayor Harding reported on steps taken to reduce number of shut offs per month.
Announced reminder of memorial service for former Mayor Adam Rivas to be held
Saturday at Yelm High School. Community Center Park groups have been formed.
Shelly Badger reported on current water rights.
Tracey Wood expressed his interest for consideration of extended hours at City Hall for
customer convenience.
Ken Garmann inquired about re -energizing interest in light rail through Yelm. Inquired
about the disposition of Yelm downtown water tower in its current condition. Added that
while waiting in line at Yelm Community Services, he witnessed 3 calls in 20 minutes
where caller was inquiring about emergency shelter.
