Dear Mr. Berg:
We received a copy of the letter of approval dated June 25, 2013, and a set of plans and
specifications for the referenced project from the Washington State Department of Health
(WSDOH) on June 27, 2013. A review of these plans revealed they were incomplete for one
reason or another or insufficient for some other reason. A letter dated July 5, 2013, was
sent to you under separate cover requesting some of this information since a number of
these issues were beyond what the pooUspa engineer or architect normally addresses. A
second letter dated July 8, 2013, is being sent to the engineer stamping the plans
requesting a plan revision, a clarification and an affirmation and is being sent to you along
with this letter. This information will need to be supplied before we will do a pre-opening
construction inspection as required under Chapter 246-260 of the Washington
Administrative Code (hereafter WAC).
Thurston County has entered into an agreement with the Washington State Department of
Health to administer most but not all of the requixements for permitted water recreation
facilities in Thurston County as found and defined in Chapter 246-260 WAC. Our section of
the Thurston County Public Health & Social Services Department 1) has the responsibility
to do a pre-openiii�-cuxist����ic��Yra;�p2cti�n based on th� p1anQ and s�ecifications anproved
by WSDOH and any other relevant requirements, and 2) is the issuing agency with respect
to the annual pool and spa operating permits as per Article VII of the Sanitary Code for
Thurston County, and by reference, Chapter_24_f 2_�4_WAC. ,A fee is charged for both of
these activities, the former on an hourly basis and the latter annually and on both a type-
of-operation basis and a qualifications-of-personnel basis. A copy of Thurston County's
current fee schedule with respect to the water recreation facility program is enclosed.
As vou see there is a minimum fee of$280 00 for a pre-onenin�insnection with an
additional $185 per hour chareed after the first 15 hours The minimum fee amount needs
to be paid before we do a pre-openin�inspection Please arran�e for this to be done. All fees
will need to be paid before we will issue the permit to operate.
You have proposed an outdoor swimming pool and an outdoor spa pool. Please let us know
at the time of the pre-opening construction inspection whether both will be open year

round, one open year round and one open seasonally (Memorial Day weekend through
Labor Day weekend) or both will be seasonal. They will also be classified initially and as
necessary afterwards as not being run by a Thurston County-certified pooUspa operator
because that program requires the candidate to undergo a minimum probationary period of
three months at the facility. The annual operating permit year runs from April 1 each year
to March 31 of the following year. Again, I refer you to the enclosed fee schedule for the
possible variations of the annual operating permit fees. Usually the first year's annual
operating permit fees for most facilities are pro-rated.
For the annual operating permit, an operating permit billing statement for the pooUspa
facility account for an operational year is usually and routinely mailed out each year in
mid-February with a payment deadline of March 31. As you can see from the enclosed fee
schedule referring to facility classification as "Certified" or"Non-certified", we encourage
owners to employ personnel:
1. who have taken and passed the pooUspa operator's course put on by the National
Swimming Pool Foundation, or its equivalent, and
2. who demonstrate an ability to operate and maintain the pool and spa in a
responsible manner,
by providing a reduced operating permit fee for those facilities that do so. See Article VII of
the Sanitary Code for Thurston County that is enclosed for more specific and further
information.
Construction stage
The pool and spa are to be constructed according to the plans and specifications approved
by the WSDOH. If construction is done otherwise, the engineer or architect overseeing the
construction will need to be advised and approve of it since they will need to submit
revisions to the plans and specifications at the time of submission of the Construction
Report to the WSDOH. It is prudent in certain instances that he/she advise and seek
approval of the change from the W�DOH before making the change since that change will
affect the previously approved plans and specifications. Also, there may be aspects of the
construction that go beyond what the WSDOH reviews during its plan review process that
affect the operation of the pool and spa that we will be expecting to find before we will
issue a permit to operate such as where and how you will be disposing of waste water.
Post-construction stage
Upon completion of construction and prior to our pre-opening construction
inspection, the owner must assure that a Construction Report from the engineer or
architect overseeing the construction is submitted to WSDOH along with "as-built" plans
for any deviations from the approved plans and specifications. A pre-opening inspection
will not occur until we have received a copy of the approved Construction Report

and any revised plans from the Washington State Department of Health. These
plans must show and assure that the deviations made from the approved plans and
specifications are still in conformance with the appropriate Washington Administrative
Codes, primarily WAC 246-260, "Water R,ecreation Facilities". You should have received a
Construction Report form from the WSDOH along with the approvaUconstruction permit
letter. Please submit it and any plan revisions as soon as possible to the following mailing

Once WSDOH has reviewed and approved the construction report and has provided a copy
and written approval thereof to us along with a copy of any"as-built" plans as needed, we
may begin the pre-opening construction inspection process.
Pre-opening Construction Inspection Process
By this time, you should have paid the initial fee for the Pre-opening Inspection. If not,
that needs to.be done. Also a completed annual operating permit application and
application fee must be submitted to our section at this time as well. An operating permit
application is enclosed. Please contact our Program Assistants at (360)867-2667 to
determine what the operating permit fees will be for the first operating year period. The
fees must be paid before we will issue the permits to operate. The date reauested for
the pre openin�inspection must be made so that there are at least 5 workin� davs brior to
intended use.
We (Thurston County) expect the following from you:
1. The installation is to be �lone in a workmansrip like manner and according to the
approved plans, Federal and State law, manufacturer's specifications, NSF
Approval Standards, best or preferred industry practices and other applicable
general and specialty codes;
2. Deviation from the approved plans and specifications must be reviewed and
approved by an appropriate and knowledgeable engineer or architect; and
3. the construction report is to be submitted in a complete, accurate, timely and
professional manner.

1. The pre-opening inspection will be an observable-component verification that the
facility construction conforms to the WSDOH approved plans and/or appropriate
WAC;
2. It will be a "ready to operate" verification; and
3. It will be an opportunity for your staff to become acquainted with us since this will
be an on-going and long-term relationship.
Obviously, if the facility construction is found not to conform to the WSDOH approved
plans and/or appropriate WAC or we find you are not "ready to operate", the operating
permit will be held in abeyance and use of the facility will not be authorized until all
deficiencies are addressed and alleviated.
As noted previously, I have enclosed a copy of Article VII of the Sanitary Code for Thurston
County. In addition, I encourage you to contact the Water Recreation Program of the
Washington State Department of Health at (360)-236-3392 and request a copy of WAC 246-
260, "Water Recreation Facilities", or to find it on their website and download a copy for
you and your staff since it is referenced in Article VII.
