Other Grand Mound projects are designed to improve and assure adequate ivater and sewer service to an expanding community. Solid Waste: Waste and Recovery Center(WARC)projects such as, WARC development, WARC Transfer Station Expansion, WARC Automotive and Equipment Storage Area listed in the CFP are designed to control the release of toxic emissions from the site.Addition maintenance and repair projects will maintain safety, customer service, and environmental controls at the lvaste recovery center and drop box areas. Stormwater Capital Facilities:Maintenance and improvement projects for storm�vater facilities are proposed to control stormwater discharges that may contaminate water.New stormwater control projects are designed to reduce water quality risks to groundwater from infiltration of untreated stormivater. Installation of stormwater conveyance systems should reduce the possibility of flooding and associated water contamination. Installation of in-stream structures are intended to improve fish passage and improve down-gradient shel�sh habitat including provisions such as the placement of large woody debris, riparian cover, bank stabilization projects. Habitat surveys will also be conducted to ident�and quant�stream health and down-gradient shellfish area in association with capital facilities planning efforts. Roads and Transportation Services:Road construction projects have associated shori-term noise impacts. Projects will improve traffic circulation thereby reducing localized emissions from autos, improve fish passage, and improve protection of groundwater from contamination. County Buildings: Construction projects such as the new Accountability and Restitution Center F�pansion—Work Release and Campus Jail Tenant Improvements would have locali�ed impacts that have been evaluated at the project level. Parks and Recreation: Trail impronements may disrupt some habitat areas, but will also provide increased mobility for wildlife species. Development of undeveloped park facilities could disrupt some species(e.g., Cooper Point Park,Kennydale Park, and the Deschutes Falls Park). Roads and Transportation Services:Roads projects require material resources, including asphalt to pave gravel roads and for road maintenance, and gravel for road lvidening and improvement projects. Proposed measures to protect or conserve energy and natural resources are: County Buildings:Major maintenance and repair projects, such as repairs to HVAC Renovation/EECBG in Building 1, 2, and 3, should improve energy efficiency of buildings. Gravel mining is subject to reclamation regulations.Individual project impacts will be determined at the time of implementation and permit review. All development proposals are reguired to comply ivith the Thurston County Critical Areas Ordinance and Shoreline Master Program as well as state and federal regulations that are intended to protect natural resource areas. Review will also take place with the State Environmental Policy Act at the project proposal level. 4.
