Mr. Rochester:
This is in response to your latest email questioning what is ‘holding up’ your short
subdivision. As I have previously told you in a number of emails, the City is waiting for
you to complete the improvements required by the approval and the survey. In short,
we are waiting for you.
There are three steps to finalize a short subdivision.
1. Apply for and receive short subdivision approval, which you have completed.
2. Complete the improvements required in the approval.
3. Submit a survey of the property including the new lot lines to the City for approval
and, once approved, record the survey with the Thurston County Auditor.
You received the short subdivision approval (step 1 above) on August 23, 2013.
The approval includes five conditions that must be met prior to submitting the survey.
These conditions are:
1. Deferred frontage improvements shall be secured for installation at a later date
by a waiver of protest, and commitment to participate in a Local Improvement
District (LID).
This condition will be addressed through a signed Waiver of Protest to be
recorded with the final subdivision.
2. The applicant shall show on the final plat, a reserve area adequate for the
placement of a future STEP tank and service, should the existing service need
abandoned on Lot 1.
This condition will be addressed through a note on the survey and will be
handled by your surveyor.

3. The applicant shall move the water meter for the proposed Lot 1 to the alley at
the southeast corner of Lot 2, and provide either a standard ten (10) utility
nd
easement along the front of both parcels on 2 Street, or a private easement
between the parcels. This easement shall be shown on the face of the plat.
This condition requires that you move the water meter serving the house at
the corner of 2nd and Jefferson to the alley. You or your contractor will
need to coordinate this construction with the Yelm Public Works
Department, who will inspect and approve the work when completed. Your
surveyor will show the easement on the survey.
4. The applicant shall negotiate a school mitigation agreement with Yelm Public
Schools.
This condition requires you to contact Yelm Community Schools and enter
into a mitigation agreement with the District. Documentation of this
agreement must be submitted along with the survey.
5. Prior to the submission of final plat application, a short subdivision name must be
reserved with the Thurston County Auditor’s Office.
This condition will require either you or your surveyor to contact the
County Auditor’s Office to reserve a name for the short subdivision you

want a specific name to be used.
After the water meter is moved, inspected, and approved, your surveyor may submit the
final subdivision application and survey for review and approval.
