02-11-14 MinutesYELM CITY COUNCIL REGULAR MEETING TUESDAY, FEBRUARY 11, 2014 MINUTES Mayor Harding called the meeting to order at 6:00 p.m. 2. Roll Call Present: J. W. Foster, Joe Baker, Bob Isom, Mike McGowan, Tracey Wood, Ken Garmann and Russ Hendrickson. 3. Agenda Approval 14-013 MOTION BY TRACEY WOOD APPROVING THE AGENDA AS PRESENTED. CARRIED. 4. Special Presentations - Toastmaster's International Week in the City of Yelm Mayor Harding read the proclamation and presented it to Bob Wolfe. Mr. Wolfe explained the Toastmaster's group has about 40 local clubs that meet in the evenings at different times of the week. His group meets every other Tuesday at the Rosemont Retirement Center. The group was formed to improve and polish skills on public speaking, which has been proven to be a great fear for many people. Mayor Harding stated he has been a member for many years. Councilmember Baker asked how people could join the group. Mr. Wolfe stated there is a fee of $7 per month and if you cannot make the meetings here in Yelm, you could attend one of the other many groups in our area. 5. Public Comment - no comments 6. CARRIED. 7. Public Hearing -none scheduled S. New Business - a. Disposition of Surplus Vehicles Janine Schnepf stated as vehicles age and the budget allows vehicles are replaced for all departments within the City. The City of Yelm has 15 vehicles stored at Public Works yard that are no longer being used. Council approval is required to declare the vehicles as surplus before they can be removed from City inventory and disposed of through scrap or sale to other government agencies or the public. This was tabled at the last Council meeting and brought before the Council at the Study Session for further discussion. Three vehicles have already been approved by Council as surplus for disposition and sale. 14-015 MOTION BY BOB ISOM DECLARING 12 UNUSED VEHICLES, AS SURPLUS FOR DISPOSITION AND SALE. CARRIED. b. Ordinance No. 985 Public Defense Standards Sonia Ramirez explained that the State Supreme Court requires the courts to adopt Indigent Defense Standards for public defenders. The City Council approved Ordinance No. 940 in July 2011, which adopted the state standards in place at that time. The City entered into a contract with Nathan D. Dysart as our Page 1 of 4 Public Defender, which requires him to comply with the standards. The main change that was adopted in 2013 was setting a limit on the caseload that a public defender can assume in a given year. The estimated number of cases in Yelm's Municipal Court necessitating public defense will still only require one public defender. In January 2014, the City of Yelm signed a contract with Nathan D. Dysart for public defense work, which requires compliance with the new standards. Per the adopted 2014 Budget, the new contract also increases Mr. Dysart's time in court providing public defense services at all preliminary appearance calendars. 14-016 MOTION BY .70E BAKER APPROVING ORDINANCE NO. 985, ADOPTING NEW CHANGES TO STANDARDS FOR PUBLIC DEFENSE IN THE CITY OF YELM MUNICIPAL COURT. CARRIED. c. BCRA Fee Agreement — Yelm Community Center Phase I Stephanie Ray introduced Kent McLaren, Project Manager from BCRA and stated that in 2008, the City updated the Yelm Parks & Recreation Plan. That plan identified an update to Yelm City Park as a priority for Yelm residents with the preferred location of the community center being Yelm City Park. In 2012, the City Council authorized a scope of work to complete a Master Plan for Yelm City Park. This plan was completed in March of 2013, and accomplished the original goal of creating a multi-purpose community meeting space as well as identified the future development potential of the park. Using this Master Park Plan, the City Council authorized approval of placing the cost to complete the full master park plan vision on the 2013 August and November ballots as a park bond measure. The bond did not pass. The City still has $2,000,000 available for Phase 1 of the Master Park Plan. Phase 1 is proposed to include the construction of a 5,000 square foot multi-purpose community meeting room, including a commercial kitchen, as well as new restroom facilities for both inside and outside use. Phase 1 is being designed and constructed with the larger park plan in mind so that when future funding becomes available the Council can chose to add on. Councilmember Isom clarified that this project does not include the skate park. 14-017 MOTION BY BOB ISOM AUTHORIZING MAYOR HARDING TO SIGN A FEE AGREEMENT AND SCOPE OF WORK WITH BCRA, INC IN THE AMOUNT OF $272,009 FOR DESIGN SERVICES AND CONSTRUCTION MANAGEMENT SERVICES REQUIRED TO COMPLETE PHASE 1 OF THE CITY'S COMMUNITY CENTER. CARRIED. 9. Old Business — 10. Mayor and Council Initiatives Councilmember Foster attended the Visit Mt. Rainier function, which is a Chamber for the businesses located on or around Mt. Rainier. Councilmember Foster also attended the Capitol Land Trust, which was attended by approximately 500 members. Councilmember Baker attended the Intercity Transit Board meeting, reported 12 new lift vans were purchased, and they elected Karen Messmer as the new Chairperson. Councilmember Baker also thanked the City for honoring the Seattle Seahawks by flying the Hawks flag for one day at City Hall. Councilmember Isom attended Thurston Regional Planning Urban Growth Sub Committee and gave an update to Council regarding the Junior Tax Authority and Page 2 of 4 the Urban Growth Area. Mayor Harding stated this issue could be a future Study Session topic. Councilmember Isom also reported there was a briefing and discussion about incorporating Sustainability Plan Policies into the Countywide planning process. Councilmember McGowan attended the Thurston County Home Consortium meeting where they re-elected the same officers for 2014 to the positions of Chair and Vice Chair. Thurston County issued an RFQ and received four applications for the needs assessment funds available. Councilmember McGowan attended a presentation and video by The Peoples House, which is a low barrier shelter program. There was also an update from the CYS Youth Shelter, which has been well attended due to the cold weather. Councilmember McGowan took a moment to recognize a community asset and an amazing person, Chris Dacek who recently passed away. Councilmember Baker also stated that Chris is one of the best people he had ever met in Yelm. Councilmember Garmann had nothing to report but will be attending the State of the City tomorrow at the Chamber. Councilmember Hendrickson attended the Yelm Emergency Management Board meeting where they discussed emergency power for the School District fuel pumps in case of another power outage caused by the weather. They also discussed the final draft of the Emergency Management Pocket review which is in print and will be distributed when it is complete. Sonia Ramirez, Court Administrator is organizing a committee to plan an alternative location to meet in the event that the Public Safety Building is not available. Mayor Harding added that focus is on preservation and recovery of services during an outage. Mayor Harding attended the Business Resource meeting, they adopted the 2014 Budget, and they have applied for grant through the STEDI group. Mayor Harding also attended the change in command at Joint Base Lewis McChord (JBLM). Mayor Harding invited everyone to attend the State of the City at the Chamber of Commerce tomorrow. Councilmember Foster wanted to give a shout out to staff on the awesome new website, it is so easy to use. Mayor Harding stated it is a work in progress and it will be officially announced at the State of the City tomorrow. Shelly Badger stated the website was put up on Friday and someone had already made a utility payment on that day. Since then we have received seven more utility payments by customers online. We hope the online option will make it easier for the customers to pay their bills and landlords to manage their properties. 11. Executive Session - none scheduled 12.
