YELM CITY COUNCIL REGULAR MEETING
WEDNESDAY, MARCH 22,2006 MINUTES
1. Call to Order. Mayor Harding called the meeting to order at 7:30 p.m.
2. Roll Call. Present: Joe Baker, Bob Isom, Mike McGowan and Pat Fetterly
Excused: Don Miller

9. Old Business
a. VFW Memorial Benches at City Park. Mayor Harding introduced Cecelia Jenkins
from the Park Advisory who presented the proposal from the VFW to add benches
and a monument to the flagpole area at Yelm City Park. The VFW was agreeable
to coordinate with the next phase of the Chamber of Commerce project. Funding
will be accomplished through a VFW fundraiser selling the same type of memorial
bricks that are in the current flagpole area. Representatives from the VFW, John
and Terre Williams, were present and optimistic about raising the needed funds.

TO APPROVE THE VFW PLAN TO INSTALL THREE BENCHES AND
MONUMENT TRIBUTE TO ALL BRANCHES OF THE SERVICES AT YELM
CITY PARK. CARRIED

10. Mayor and Council Reports and Initiatives and Board/Commission
Business
a. Council Reports
Councilman Baker attended TRPC orientation and Intercity Transit Meeting
reporting that IT has added free Saturday service to weekday DASH system
from Capital area to Farmers Market. Yelm to Roy Y service line is slated for
2009 or 2010. Also attended Adult Community Center and reported upcoming
fundraiser and grand opening information to follow.
Councilman McGowan attended his first Home Consortium meeting where he
learned about funding for affordable housing, half coming from the State and
half from HUD Federal agency funding.
Currently $1 million will to be distributed to 18 agency applicants but looking to
the needs of the Yelm and Rainier area to even the distribution through the
county. They are hoping to see applications from this area for next year's
d istri bution.
Councilwoman Fetterly reported early payoff of Bond.
b. Mayor Report
Attended grand opening of a new business. Welcomed the Supreme Governor
of the Moose at his visit to the Nisqually Moose Lodge.
Reported on the AWC Risk Management Service Agency Report Card for the
City of Yelm to have earned an A grade by working proactively evaluating and
taking corrective action to reduce risk of liability and property loss with
compliance with the AWC RMSA loss control standards.
Mayor Harding asked for any questions from the students in the audience.
Mayor Harding, Councilmember Isom and Councilmember McGowan
responded to questions about typical meetings and any extraordinary ones.
11. Executive Session - Mayor Harding excused the audience to open the
Executive Session at 7.52 p.m. to discuss real estate acquisition.
The regular meeting resumed at 8.21 p.m.
12. Correspondence was reviewed prior to the Executive Session.
Deputy Clerk reminded Councilmembers to file F1 report with Public Disclosure
Commission online or by mail by the April 17, 2006 deadline.
