Dear Mr. Escalona:
Thank you for providing additional information requested by the Washington State Department of
Archaeology and Historic Preservation (DAHP) regarding the above referenced proposal. From previous
correspondence, I understand that T Mobile has applied to construct a 150' telecommunications monopole
at 16220 Railway Road, S.E. in Yelm. The above referenced project has been reviewed on behalf of the
State Historic Preservation Officer (SHPO) under provisions of Section 106 of the National Historic
Preservation Act of 1966 (as amended) and 36 CFR Part 800. My review is based upon documentation
contained in your communications.
In response, I concur that the current project as proposed will have "NO ADVERSE EFFECT" on
National Register eligible or listed historic and cultural resources within the area of potential effect
(APE). Based upon the Historic Property Inventory database entry for this parcel, the present residence
and barn have strong local historical associations with the McKenna Lumber Company and L.O.
Cochrane. Both the company and the Cochrane family appear to have played important roles in the
development of the Yelm area in the early 20" century. In addition, the residence itself is a good and
intact example of Craftsman influenced design and distinguished by noteworthy and intact windows plus
design elements constructed of river rock. Also of note is the nearby barn that is also historically
associated with Cochrane family and their long -time residence at this location.
Our concurrence with your "no adverse effect" determination is based upon the distance of the proposed
monopole from the barn. Based upon the aerial photograph and site plan, the monopole is about 100 feet
from the barn and set back from Railway Road near a small grove of trees. Therefore, the visual impacts
of the monopole on the barn and house are reduced, particularly when compared to the close proximity of
the nearby electric substation immediately to the east of the residence.

In view of our concurrence, further contact with DAHP on this proposal is not necessary. However, if
additional information on the project becomes available, or if the project location and design changes
significantly, please contact DAHP with that information. Also, if any archaeological resources are
uncovered during construction of the monopole, equipment shed, or trenching, please halt work in the
area of discovery and contact the appropriate Native American Tribes and DAHP for further consultation.
Finally, please be aware that our concurrence on your "no adverse effect' determination will not prejudice
our review of subsequent proposals at this location.
