05-28-14 Study SessionYELM CITY COUNCIL STUDY SESSION WEDNESDAY, MAY 28, 2014, 5:00 P.M. Mayor Harding called the meeting to ober at 5:00 p.m. Present: Councilmembers: JW Foster, Joe Baker, Bob Isom, Ken Garmann. Tracey Wood arrived at 5:15 pm, Mike McGowan arrived at 5:45 pm. Staff: Shelly Badger, Stephanie Ray, Todd Stancil, Grant Beck, Tami Merriman. Guest presenters: Gerald Tousley, TC Environmental Health, Jailyn Brown, Thurston Regional Planning Council and Dan Penrose and Mary Huff, South Sound Military Communities Partnership (SSMCP), Scott Spence, Lacey City Manager. Agenda Approval. - Agenda item 4c was moved to be presented first 4c. 2014 Hazardous Waste Plan, Gerald Tousley, TC Environmental Health. Under WA State law, all counties and cities must develop a plan that provides for the management of community 5:15 generated, hazardous waste. Jurisdictions are required to review every five years because of changes to the laws. Gerald presented the 2014 Hazardous Waste Plan updates and changes from the previously adopted Plan. The full plan and other information is published at: http://www.co.thurston.wa. us/health/ehhw/hwPlan/gdfs/2014HazardousWasteManagementPlan. t)df After public comment, the plan is forwarded to each jurisdiction for adoption by resolution and presented to TC Board of Commissioners for adoption before delivery to Department of Ecology. 4a. Regional Transportation Plan Update, "What Moves You", Jailyn Brown, TC Regional Planning Council, provided an update of progress on the Regional Transportation Plan and the "ThurstonWhatMovesYou" survey and its vision and priorities for transportation needs into 2040. Jailyn shared insight into the forecasted changes in demographics in the county and the new technologies in the upcoming years that will change the needs and priorities of the communities. Thurston Regional Planning Council is updating the Plan and wants to hear the Council's priorities and what they hear from Yelm citizens. What does the public want? Discussion followed. Jailyn 5:45 encouraged those in attendance to continue to provide feedback and visit their website for more transportation information and complete the survey at www.ThurstonWhatMovesYou.org 4b. South Sound Military & Communities Partnership(SSMCP) Dan Penrose introduced the SSMCP as a primary civilian and Installation contact partnership comprised of 17 groups including WSDOT, Nisqually Tribe, Elected officials, Executive Steering Committee and sub -committees. Dan shared updated survey results of demographics and related activities of JBLM service members and families on base and in the surrounding communities. Dan would like to schedule a tour of the base for Council. Mary Huff announced Public Open House dates; including one scheduled for Monday, June 23, 5pm-7:30pm at the Yelm Public Safety Building for JBLM Joint Land Use Planning for growth and land use challenges. For more information about the Land Use Study, www.mblm-ilus.com Due to the late hour, the Community Center Update (4d) and City of Yelm Emergency Management presentation (4e), tabled for another time. Mayor's Report- Mayor informed that Community Center budget numbers will be presented at next study session, Skateboard Park ad-hoc committee is ongoing and design group interviews have been completed. Project work on Mosman and City Park will have no negative impact on Prairie Days. Provided update on attempts to bring Faith Harvest at Yelm Prairie Christian Center into compliance. In addition, update on potential for development of Palisades West is moving forward. Reported that he met with Steve Craig regarding Mr.Craigs ideas to enhance sidewalks. Council Initiatives. Councilmember Wood voiced frustrations of neighbors surrounding new power poles and confusion about lines crossing Mosman. Stephanie was directed to meet with Tracey on- site to review Puget Sound Energy's plan. Councilmember McGowan inquired about CERT and if a notification he received came from the City.
