Mayor Wolf called the meeting to order at 7:30 pm. All present joined
in the flag salute.
Council present: Velma Curry, Amos Lawton, Don Miller, Martha
Parsons and Bob Gallagher. Visitors: Kristina Lord, Nisqually
Valley News; Kristin Blalack, Yelm Timberland Librarian; Gordon
White, Thurston Co. Water Quality; and Rodney Orosko. Staff: Shelly
Badger, Ken Garmann, Glenn Dunnam and Agnes Colombo.

Public Hearing - Mayor Wolf opened the public hearing on proposed
water rate increases at 7:33 pm. Shelly Badger reported that staff
had mailed a public hearing notice and flyer explaining the reasons
for the increase and demonstrating the results the increase would
have on water bills. Response to the proposal was discussed.
No public comment was voiced and Mayor Wolf closed the public hearing
at 7:36 pm.

543 INCREASING WATER RATES BEGINNING WITH THE MARCH '95 BILLING.

Old Business
a. Resolution No. 324
MOTION BY BOB GALLAGHER, SECONDED BY DON MILLER APPROVING RESOLUTION
NO. 324 ADOPTING THE THURSTON COUNTY COMPREHENSIVE SOLID WASTE PLAN.
CARRIED.
b. Ordinance No. 547 amending Yelm Sewer Ordinance 506 by extending
the sewer deposit collection requirement from the first to the second
delinquency.

NO 547 AMENDING YELM SEWER ORDINANCE NO. 506. CARRIED. OPPOSED:
AMOS LAWTON.
c. Aquifer Protection Area. Continued from 2/8/95 for
consideration and discussion. Gordon White, Thurston County Water
Quality explained that he was at the meeting to answer any questions
Council might have and that the Thurston Co. Commissioners were
seeking support to have the issue appear on the next ballot. If
approved by the voters, the governing body would include elected
officials from participating jurisdictions, each having one vote.
Individual work programs would be developed for north and south
county. In response to questions, Mr. White responded that program
components included detection - which would include quality/quantity
sampling of wells in south county; that attempts are being made to
minimize the effects of agriculture; that the work would serve
planning purposes for water issues and watershed plans being
considered by the Legislature. Mr. White explained that as most
groundwater is located outside of municipalities, this program would
provide monitoring in those areas.
In consideration of the cost to local residents, clarification on how
this program would work with Yelm's water reuse program was
requested. Ken Garmann pointed out that aquifer runs in two
different directions and that it would be beneficial to know what was
going on within the system. Also, Yelm does a lot of testing that
may help meet program goals. Nitrate level changes were discussed
and the impact of agricultural wastes. Mayor Wolf pointed out that
the aquifer doesn't begin and end in Yelm. Ken Garmann was asked to
be in charge of getting a resolution ready for the next meeting.
MOTION BY MARTHA PARSONS, SECONDED BY DON MILLER DIRECTING STAFF TO
PREPARE A RESOLUTION, KEEPING IN MIND COMPATIBILITY WITH THE WATER
REUSE PROGRAM, AND SUPPORTING PLACING THE AQUIFER PROTECTION AREA
PROPOSAL ON THE NEXT BALLOT. CARRIED.
d. Ordinance No. 549 amending Ordinance No. 543 (ANX8062/8082).
Shelly Badger explained that due to a mistake in the legal
description this correction is needed.

e. Ordinance No. 550 - adopting the Yelm Comprehensive Plan and
Joint Plan with Thurston County. Mayor Wolf thanked Shelly Badger

and Owens Davies Mackie for the wonderful job they did on getting the
Comprehensive Plan completed. The Plan goes before the Thurston
County Commissioners on Monday. Shelly Badger briefly explained that
the Addendum to the Final Environmental Impact Statement contains the
changes discussed at the January joint County/City hearing and work
session. Requested is approval of the letter to Department of
Community Trade and Economic Development, and environmental documents
and adoption of the Ordinance and Findings of Fact. Shelly Badger
thanked Sandy Mackie and Jim Blundell for their work on the Plan.
95-46 MOTION BY BOB GALLAGHER, SECONDED BY AMOS LAWTON ADOPTING ORDINANCE
550 ALONG WITH THE FINDINGS OF FACT AND APPROVING THE LETTER TO
DEPARTMENT OF COMMUNITY TRADE AND ECONOMIC DEVELOPMENT AND THE
ENVIRONMENTAL DOCUMENTS AND DIRECTING STAFF TO PUBLISH A NOTICE OF
ADOPTION AND ADVISE THURSTON COUNTY OF THE ADOPTION. CARRIED.
10. Reports
a. Planning - Councilmember Lawton reported that the meeting had
ended by the time he finished work. Shelly Badger reported that the
part-time planner, Kathy Carlson, will begin on March 13. She has
worked in both the public and private sector, comes highly
recommended by Lacey and was a resident of Yelm at one time.
Phase II of the Growth Management Act will be amending the zoning
ordinance and zoning map and going through development regulations.
City Council work sessions on these issues will be scheduled in
April.
b. Library - Kristin Blalack reported that circulation was up 6%
in January, 139 new patrons registered and 613 reference questions
received. Kathy King will be leaving, an invitation was extended to
say goodby on Thursday, March 2, from 3-4 pm.
c. Council Liaison Reports
1) City Hall - Mayor Wolf reminded everyone of Monday's Pot Luck.
2) Court Reports for showed 117 citations for December and 149 for
January.
3) Public Works - Ken Garmann reported that work was being done on
grants for enhancements to Second St. and for the Stevens Street
bypass. A meeting with Air Quality Control as a result of three
complaints about the odor from Lasco resulted in a proposal from
Lasco to assist the individual with venting.
Well #3 remains off line, and testing continues. Nitrate levels
haven't decreased and fertilization at Ft. Stevens may be the reason.
Testing is being done for minerals (inorganic) as bacteriological
testing indicates no problems. Lines will be flushed to get rid of
any sediment in the lines. Construction projects: Shur Kleen,
Kingsview II and a new 5,000 sq. ft. commercial building at Nisqually
Plaza.
The Landscaping at the Yelm entrance sign at SR510 and Burnett Road
was complimented.
Shelly Badger informed Council that a request to expand the sewer
service boundary would be on agenda for the next meeting. Notices
have been sent to individuals who have requested inclusion in the

system. Plant capacity is 300,000 gallons p/day, current use is
150,000. While an 85% of capacity limit exists the City may exceed
that amount due to expansion/upgrade plans.
4) Police - Chief Dunnam announced that Yelm had been selected to
receive a COPS FAST grant to hire 1 additional officer. The next
officer on the list is Chris Lilly and the expected start date is
6/1/95. An application is being submitted for a COPS MORE Grant to
provide dollars for equipment and overtime for existing staff.
Jail overcrowding, increasing costs and costs anticipated from
passage of the crime bill were discussed. Chief Dunnam explained how
these issues impact the city and why we should glve serious
consideration to a city owned and operated jail and communication
system. Chief Dunnam requested a committee to meet by 4/1 to look
at the situation and work on grant preparation. Meeting set for
Thursday, 4:00, YPD to discuss the issue.
Regarding the court report, Chief Dunnam stated that citations would
continue decreasing as more time is spent on felony crimes which go
to district court.
37 individuals were using the skate board park at 4:15. Several kids
come from Lacey and Olympia to use it. $2,300 has been raised
towards Phase II. A Tacoma group will be sponsoring a dance to raise
funds for the skate board park.
d. Mayor - Mayor Wolf reported on the following past/upcoming
meetings: Interlocal Agreement Meeting at L&I building in Tumwater;
Thurston Regional Planning Council; Mayor's Forum; Nisqually River
Land Basin Trust Auction; and AWC Legislative Conference.
Mayor Wolf asked that everyone try to keep abreast of legislative
issues. This is a key year.
e. Council - Councilmember Parsons reported on WW Reuse Public
Meeting; Capital City Medical Center; Governor's Heart Month
Proclamation; Tumwater' s Sesquicentennial Year Opening Ceremony.
Councilmember Gallagher explained how cycles will influence financial
reports. Councilmember Curry reported on the Parks Advisory
Committee meeting where Tom Skillings presented conceptual plan for
a constructed wetland at Cochrane Park. The Committee expressed
concerns about possible liability. Councilmember Miller reported on
the new manager situation for IT.
11. Correspondence reviewed included invitations to Tumwater's Library
Opening.
