Subject: Response to Peer Review Letter of Civil Construction Documents
Dear Sir /Madam:
This letter is in regards to the comments in the peer review letter by Amy Head of Shea Carr
Jewel, dated February 15, 2010. The comments have been addressed as outlined below. Note:
the numbering corresponds to the item numbers in the peer review letter; a brief summary of the
reviewer's comment is also provided. Only the items that the reviewer indicated as "not
addressed" are listed.
Water Comments
1. Reduced pressure backflow assemblies (RPBAs) specified for the fire sprinkler lines should be
removed and backflow prevention provided by double detector check valve assemblies.
The RPBAs have been removed from the fire sprinkler lines. Note that the fire sprinkler lines
terminate at "doghouse" structures located outside of the buildings. These structures house the
double detector check valve assemblies. Please see the fire protection system plans.
5. A water easement needs to be done for the watermain connection on 106th.
The easement will be recorded after the utilities are constructed to allow for the possibility of
field changes during construction.

Sewer Review
6 The requirements for flow should be based entirely on the DOH manual and not on a mixture
of DOH and City of Yelm.
Per the June 30, 2010 meeting with the City of Yelm, the STEP tanks have been sized using the
assumed occupancies from Table 1 -A in the DOH Manual, and the 65 gal /person /day flow rate
in Table 2 of the Yelm Development Guidelines.
11. The manifold concept presented is adequate for only black water. This concept does not
address how black water and gray water will be kept separate until after the gray water is
treated by a grease interceptor.
The manifold design has been revised such that each retail space in the Commercial Buildings
has both a sewer stub (black water) and grease interceptor stub (gray water). Adequate space
has been provided to allow for the installation of a grease interceptor at each retail space if
required.
12. The City of Yelm Carson Box is not designed to be installed in the paved travel way. The
proposed Carson Box locations appear to be a long -term maintenance issue.
The Yelm Development Guidelines Sewer Spec Addendum has the following item
6. All 'Traffic Bearing' Service Boxes shall be a model MSBC 1324 -12 mfg. by Mid
States Plastics BC Series.
The City does not have a sewer connection detail with the MSBC 1324 -12 service box callec
out. Per Jim Doty (City of Yelm) it is acceptable to use the sewer connection detail currently
shown on sheet C27 with the addendum item listed above added to it. The detail has been
revised and MSBC 1324 -12 service boxes are also specified on plan sheet C19.
13. STEP Tank note on page C27 is unacceptable. Engineer will provide specific tank and pump
details according to Yelm specifications prior to plan approval.
The reviewer's comment was that she was unable to verify that this comment had been addressed
since she did not have the redline plans.
This item has been addressed - the note on sheet C27 has been revised. Specific tank and
pump information is also provided.

20. Detail 3, sheet 27 is outdated, see Sewer Spec. Addendum Item 98.
Item 8 from the Yelm Development Guidelines Sewer Spec Addendum is listed below:
8. All 'Air Release, Vacuum Release and Combination Air Release/Vacuum Release
valves shall be a model D -021 Combination Air Valve "MINI SAAR" sized according to
the mfg. recommendation per pipe size.
The City does not have a newer detail for this item. Per Jim Doty, it is acceptable to add a note
with the text from Item 8 to detail 3 on sheet C27. This detail has been updated.
21. Callouts or locations for STEP control panel and alarm are only shown on one building.
Additional callouts have been added.
23. STEP tank sizing must meet City of Yelm Sewer Dept. Approval.
This item was addressed in item #6 above.
24. The sewer plan does not specify the generator connection or requirement to have a generator
connection.
A note was added to sheet C19 under the STEP TANK ELECTRICAL NOTES section. This
note lists the transfer switch and generator connection requirements per the Yelm Development
Guidelines Sewer Spec Addendum, item #4.
26. The pool issue has not yet been resolved. The reviewer was unable to verify what this
comment pertained to.
A separate tank has been provided for the pool; this issue is addressed in the STEP report.
27. There are no provisions and /or design for a grease interceptor for commercial buildings and
recreation center.
See response for item #11 above.

28. The STEP report does not distinguish between the water consumption of domestic water and
effluent volumes as per condition 98 on item #73 of review #1.
This item is addressed in item #31, see below.
Storm Sewer Review
29. Catch basin #6 needs to be changed to a type 2 48" catch basin. Reviewer states that the
item has not been fully addressed. The catch basin information is presented on 3 different plans
sheets. One of the callouts shows greater than 5 feet from rim to invert. If it is 5 feet or more it
should be a type 2 48" catch basin.
Catch basin #6 is shown on three sheets: C5, C9, and C10. Since sheet C5 is a grading sheet
only the RIM elevation is specified. Previously, there was a discrepancy for this catch basin on
sheets C9 and C10 as shown below:
Sheet C9: RIM = 350', IE = 345.5', RIM to IE depth = 45
Sheet C10: RIM = 350.5', IE = 345.5', RIM to IE depth = 5.0'
The RIM elevation on sheet C10 has been changed to the correct elevation of 350 ft. The RIM
to IE depth is 45, therefore a type 2 catch basin is not required.
30. Catch basin 46 has a rim elevation to invert greater than 5 feet this should be changed to a
type 2 48" catch basin.
This item is addressed in item #29 above.
Conditions of Approval
31. The estimated water usage was not supplied as part of the civil plan submittal.
The estimated water usage is listed on sheet C18 of the civil plans.
33. All existing or proposed wells within 1200 feet of proposed retention facility should be
shown. One of the buildings behind house maybe a well pump house. This will need to be
verified and included in reports and plans.
The survey completed by Prizm Surveying in October 2007 clearly identifies all of the structures
on the site. There was only one well pump house indicated on the site.

Landscape / Irrigation Plan
34. Indicate the number of parking stalls for the commercial portion and the residential portion
for this phase of the project.
35. 511 total parking spaces required for entire project, 328 for the proposed residential anal 83
for proposed commercial.
The parking information requested in items 34 and 35 is provided on sheet C1 in the Statistical
Information section. 518 stalls total have been provided (331 residential and 187 commercial).
37. Please call out the number of refuse locations. Refuse container locations must be approved
in writing by LeMay and must be screened with screening wall and landscaping. Must also be 6
feet tall and large enough to accommodate recycling.
The refuse locations are indicated on sheet C2. Written approval by LeMay will be provided on
July 20" as Bryan Tennant (Route Manager, LeMay, Inc.) will return from vacation.
38. Civil plans shall include a calculation of the shoreline jurisdictional area to ensure densities
in this environment do not exceed two dwelling units per acre. Per land use condition 6 and
condition 7.
This item is addressed in the Shoreline Area Note on sheet C1 (located just above the Sheet
Index).
40-411 irrigation must be in the.form of a drip system for water conservation purposes.
This item will be addressed in the final irrigation plan.
41. No irrigation is allowed in the hydroseeded area to the east within the shoreline
jurisdictional area.
This item is addressed in the final irrigation plan.
42. Existing fence located to the east shall be removed.
The existing fence is shown on sheet C3 along with a note to remove it.
