Re: Civil Construction phasing plan for Creek Road Apartments
Steve,
Thank you for submitting the phasing plan for the construction of the infrastructure you referred
to at the preconstruction meeting for the Creek Road Apartments,
The Hearing Examiner for the City of Yelm approved the Site Plan Review and Shoreline
Applications on July 8, 2008. The Yelm Zoning Code does not allow multi - family dwellings in
the Commercial (C -1) zoning district except as part of a mixed use development and then only if
the residential component of the development does not exceed 60% of the development.
On November 18, 2009 the City of Yelm met with Sound Engineering's Tim Holderman to
discuss a similar phasing proposal to your latest proposal. At that time you were informed that
"... in order to accommodate any residential development sufficient commercial area must be
improved to support the residential portion of the mixed use development."
In order to develop the residential segment of the project you were given the options of timing
construction of 58 units with the commercial development with the southern property or
construct 106 units along with all the proposed commercial on the northern property.
As the southern commercial property is undeveloped, city sign off of the approved civil plans for
the northern commercial /residential property will be required prior to an apartment building C of
O.
The approved civil plans note on C18 that the proposed fire lines will be sized by the sprinkler
system designer. Prior to installation submit fire main drawings with the appropriate calculations
for city review and approval. Thank you
