1. Mayor Harding called the meeting to order at 6:00 p.m.
2. Roll Call Present: J. W. Foster, Bob Isom, Mike McGowan and Ken Garmann.

Councilmember Tracey Wood arrived at 6:02.
3. Agenda Approval
14-059 MOTION BY MIKE MCGOWAN APPROVING THE AGENDA AS PRESENTED.
CARRIED.

5. Public Comment -
Gene Coulter, a City of Yelm resident received a letter from the City stating that
he would be charged the monthly base rate fees for his empty building located on
Yelm Ave. He was not happy about paying for services that he would not be using.
His building has been empty for a long time and the fees are too high.
Councilmember Isom stated that the City needs to look into this matter further.
Mayor Harding stated this issue needs to come back before the Council in a Study
Session.
Robin Love, Thurston County resident shared her feelings on City Government.
Stating the Council is a corporation and explained the definition of a corporation.
She invited the Council to look into the Dun & Bradstreet status of the City.

a. Funding Agreement with Yelm Adult Community Center for May 2014 -
May 2015
Shelly Badger stated that on June 9, 2009, the Yelm Lions Club President
requested permission to pursue permits to allow a beer and wine garden at the
annual Prairie Days event in the City Park. Council approved a modification to the
Prairie Days park -use application. The Lions Club had to first submit a security
plan to Chief Todd Stancil, obtain the proper state required liquor permit and
show proof of $2,000,000 liability coverage listing the City of Yelm as additional
insured for the days of the event. The park -use for the 2014 Prairie Days event
was approved at the May 13, 2014 City Council meeting, and did not include a
request for a beer and wine garden. On June 6th, a request was made by the
Lions Club for the Silver Mic Restaurant to host a beer and wine garden at this
year's Prairie Days event. Staff informed them of the necessary permits and

approvals that must be obtained prior to the event. They submitted an Event
Safety Plan, which has been reviewed and approved by Chief Stancil, and a map
showing where the beer & wine garden will be located. The Silver Mic restaurant
is currently working to obtain the insurance certificate of liability and the approval
letter from the Washington State Liquor Control Board to provide to the City no
later than Wednesday, June 25, 2014 by 5:00 PM.

GARDEN, HOSTED BY THE SILVER MIC, AT THE ANNUAL PRAIRIE DAYS
EVENT, PENDING SUBMITTAL TO THE CITY, OF THE WASHINGTON STATE
LIQUOR CONTROL BOARD APPROVAL AND INSURANCE CERTIFICATE OF
LIABILITY IN THE AMOUNT OF $2,000,000 LISTING THE CITY OF YELM AS
ADDITIONAL INSURED, NO LATER THAN WEDNESDAY, JUNE 25, 2014 AT
5:00 PM. CARRIED.

10. Mayor and Council Initiatives
Councilmember Foster attended the Nisqually River Foundation meeting, the
Yelm High School Career and Technical Education (CTE) and the Norm Dicks
Visitor Center in the Nisqually Delta.
Councilmember Isom attended the Thurston Regional Planning Council meeting
and reported they received a 2014 Governor Smart Community Award.
Councilmember Isom is also on the 2015 Legislative Sub Committee for Yelm.
Councilmember McGowan attended the Thurston County HOME Consortium
meeting and stated there was an update on the Homeless Count and they passed
2014 funding recommendations to Thurston County. The Yelm Lutheran Church
was awarded $11,000 to finish their emergency shelter.
Mayor Harding attended the Business Resource Center (BRC) meeting of
Thurston County and was elected Treasurer.
