ENVIRONMENTAL ELEMENTS 1. Earth a. General description of the site (circle one): flat, rolling, hilly, steep slopes, mountainous, other b. What is the steepest slope on the site (approximate percent slope)? The area of the proposed work is basically flat. Steepest slope of the overall property is at the NW corner, between the parking area and Mill Road where the property was graded to accommodate the parking to a 4:10 slope. c. What general types of soils are found on the site (for example, clay, sand, gravel, peat, muck)? If you know the classification of agricultural soils, specify them and note any prime farmland. Spanaway gravelly sandy loam, 0 to 3% slopes; Spanaway stony sandy loam, 0 to 3% slopes d. Are there surface indications or history of unstable soils in the immediate vicinity? If so, describe. There is no history of unstable soils in the vicinity of the site. e. Describe the purpose, type, and approximate quantities of any filling or grading proposed. Indicate source of fill. The site will be graded to prepare for the building pad and to drain water away from the new building. There are approximately 750 cubic yards of earthwork. f. Could erosion occur as a result of clearing, construction, or use? If so, generally describe. Erosion is not anticipated as a direct result of clearing or construction activities on the subject site. g. About what percent of the site will be covered with impervious surfaces after project construction such as asphalt or buildings? Total site area is 7.77 acres or approximately 338,691 SF. Additional Building and impervious will be a maximum of 8,000 SF for an addition of 2.4% site coverage. h. Proposed measures to reduce or control erosion, or other impacts to the earth, if any: A temporary erosion control plan will be prepared and implemented during the construction phase in accordance with City of Yelm Development Standards. 2. Air a. What types of emissions to the air would result from the proposal (i.e., dust, automobile exhaust, odors, industrial wood smoke) during construction and when the project is completed? If any, generally describe and give approximate quantities if known. Once the building is completed, emissions are expected to return to their current state and typical of a church with school use for traffic to and from the site, along with emissions from the building's mechanical systems. b. Are there any off-site sources of emissions or odor that may affect your proposal? If so, generally describe. No off-site emissions are anticipated to affect this proposal. c. Proposed measures to reduce or control emissions or other impacts to air, if any: None proposed. 3. Water a. Surface Water 1) Is there any surface water body or wetland on or in the immediate vicinity of the site (including year-round and seasonal streams, saltwater, lakes, ponds)? If yes, describe type and provide names. State what stream or river it flows into? There is a water reclamation facility pond within Cochrane Memorial Park about 450' south of the proposed addition. 2) Will the project require any work over, in, or adjacent to (within 300 feet)the described waters? If yes, please describe and attach available plans. No. 3) Estimate the amount of fill and dredge material that would be placed in or removed from surface water or wetlands and indicate the area of the site that would be affected. Indicate the source of fill material. None. 4) Will the proposal require surface water withdrawals or diversions? Give general description, purpose, and approximate quantities if known. The proposed project does not require any surface water withdrawals or diversions. 5) Does the proposal lie within a 100-year floodplain? If so, note elevation on the site plan. The subject site is not within an identified 100-year floodplain. 6) Does the proposal involve any discharges of waste materials to surface waters? If so, describe the type of waste and anticipated volume of discharge. The proposed project does not involve discharges of waste materials into surface waters. b. Groundwater: 1) Will groundwater be withdrawn, or will water be discharged to groundwater? Give general description, purpose, and approximate quantities if known. Stormwater runoff will be discharged into the ground via underground infiltration facilites. All stormwater runoff will be infiltrated. The existing building is served by on on-site STEP system. It is proposed that this building will tie into that system. c. Water Runoff(including storm water): 1) Describe the source of runoff(including storm water) and method of collection and disposal, if any (include quantities, if known). Where will this water flow? Will this water flow into other waters? If so, describe. Roof runoff will be captured and directly conveyed to the onsite infiltration system. 2) Could waste materials enter ground or surface waters? If so, generally describe. It is not anticipated that waste materials will enter the ground or surface waters. d. Proposed measures to reduce or control surface, ground, and runoff water impacts, if any: Stormwater runoff from the developed project will be infiltrated to recharge the aquifer beneath the project. 4. Plants a. Key rest stops are not known to be located within this site. d. Proposed measures to preserve or enhance wildlife, if any: None needed. 6. Energy and Natural Resources a. What kinds of energy (electric, natural gas, gasoline, heating oil, wood, solar etc.) will be used to meet the completed projecYs energy needs? Describe whether it will be used for heating, manufacturing, transportation, etc. Electric—Power and lighting and heat. b. Would your project affect the potential use of solar energy by adjacent properties? If so, generally describe. The proposed project will not affect adjacent properties as it is a single story building and located approximately 100' from the closest property line. c. What kinds of energy conservation features are included in the plans of this proposal? List other proposed measures to reduce or control energy impacts, if any: Washington State energy requirements will be met when designing building shell, lighting, heating, and ventilation equipment. 7. Noise 1) What types of noise exist in the area which may affect your project(for example: traffic, equipment operation, other)? Existing noise is mostly from traffic on adjacent streets. 2) What types and levels of noise would be created by or associated with the project on a short-term or a long-term basis (for example: traffic, construction, operation, other)? Indicate what hours noise would come from the site. Short-term noise would result from construction activities. After construction is complete noise levels will return to current states. 3) Proposed measures to reduce or control noise impacts, if any: None needed. 8. Land and Shoreline Use a. What is the current use of the site and adjacent properties? Currently the site is occupied by a church with related school facilities. The closest adjacent off-site are a strip malls and warehouse building to the northeast of the proposed building location and an office building across First Street. Past the office building and to the northwest is a golf and country club facility. Other uses in the vicinity include a park to the south and single family residential uses. b. Has the site been used for mineral excavation, agriculture or forestry? If so, describe. Not in known history of site. c. Describe any structures on the site. The City critical area maps indicate that the property is located outside of wetlands, flood zones, and high ground water area. All of Yelm is considered a critical aquifer recharge area. i. Approximately how many people would reside or work in the completed project? No changes to existing as this is a relocation of current programs. j. Approximately how many people would the completed project displace? No changes to existing as this is a relocation of current programs. k. Proposed measures to avoid or reduce displacement impacts, if any: None needed. I. Proposed measures to ensure the proposal is compatible with existing and projected land uses and plans, if any: The proposed work will continue the existing use and characteristics of the site uses. The proposed structure will be similar is massing and design to existing on-site structures. 9. Housing a. Approximately how many units would be provided, if any? Indicate whether high, middle, or low-income housing. Not applicable. b. Approximately how many units, if any, would be eliminated? Indicate whether high, middle, or low-income housing. None. c. The height of the proposed structure will be approximately 25 feet. Materials will consist of wood framed building with fiber cement siding and asphalt shingle roof. What type of light or glare will the proposal produce? What time of day would it mainly occur? No changes to existing parking lot lighting is planned. Light from proposed building will include surfaced mounted lights at building entrances and interior light emitted from windows. Light will mostly occur when daylight hours are the shortest, at the start and ending of the typical school day. b. Could light or glare from the finished project be a safety hazard or interfere with views? Light and glare is not expected to be a safety hazard or interfere with views. c. What existing off-site sources of light or glare may affect your proposal? Off-site lights are not expected to affect this proposal. d. Proposed measures to reduce or control light and glare impacts, if any: Any proposed exterior lighting will be shielded to direct light down and away from adjacent properties. 12. Recreation a. What designated and informal recreational opportunities are in the immediate vicinity? Cochrane Park is directly to the south of the site. Tahoma Golf 8� Country Club is northwest of the proposal. Within a '/z mile radius are several public schools with typical field sports. b. Would the proposed project displace any existing recreational uses? If so, describe. No recreational uses will be displaced with this proposal. c. Proposed measures to reduce or control impacts or provide recreation opportunities: None proposed. 13. Historic and Cultural Preservation a. Are there any places or objects listed on, or proposed for, national, state, or local preservation registers known to be on or next to the site? First Street South is the main access to the site with a secondary access point from Mill Road SE. Access to site will not change. No sidewalks have been installed along either side of these streets except where adjacent to the office on First Street and Cochrane Park on Mill Road. b. Is site currently served by public transit? By what means? If not, what plans exist for transit service? Public transit does not currently serve the site. No plans exist to expand service to and within Yelm beyond the existing Route 94. The closest stop for route 94 is less than '/Z mile away at Yelm Ave and 3'd Street. �. How many parking spaces would the completed project have? How many would the project eliminate? There are currently approximately 82 parking stalls. There will be no decrease in stall count. d. Will the proposal require any new sidewalks, trails, roads or streets, or improvements to existing sidewalks, trails, roads or streets, not including driveways?
