Location of the Proposal: The project site is located at 506 First Street, Yelm, and identified by Tax Parcel Numbers 22719330801, 22719330805, 22719331100, and 22719331200. Section/Township/Range: Section 19,Township 17 North Range 2 East,W.M. Threshold Determination: The City of Yelm as lead agency for this action has determined that this proposal does not have a probable significant adverse impact on the environment. Therefore, an environmental impact statement (EIS) will not be required under RCW 43.21C.030(2)(c). This decision was made after review of a completed environmental checklist and other information on file with the lead agency. This information is available to the public on req uest. This Determination of Non Significance is based on the project as proposed and the impacts and potential mitigation measures reflected in the following environmental documents: ✓ Environmental Checklist(BCRA Engineers May 2014) ✓ Geotechnical Engineering Report(Associated Earth Sciences, May 2014) ✓ Traffic Memo(Heath&Associates, May 2014) 2. The City of Yelm is identified as a Critical Aquifer Recharge Area, a designated environmentally sensitive area. Existing development regulations require the treatment of stormwater prior to infiltration into the ground as well as the containment of hazardous materials on site. No additional impervious surfaces are proposed for this project. To protect the Critical Aquifer recharge area, any existing wells and on-site sewage disposal system must be abandoned pursuant to applicable Washington State and Thurston County health regulations at the time of development of the property. 3. The U.S. Fish and Wildlife Service listed the Yelm subspecies of the Mazama Pocket Gopher as threatened under the Endangered Species Act. Soil maps show the area of the proposed project to be of low suitability as habitat for the pocket gopher. Visual reconnaissance by City staff showed no evidence that the property contains any protected species. Based on these facts, the Yelm Critical Areas Code would not require the preparation of a special report prior to approval of the project. Compliance with Yelm's requirements under the Critical Areas Code does not ensure compliance with the provisions of the Endangered Species Act, and this determination does not authorize violation of the Endangered Species Act, including the take of a member of a protected species or its critical habitat. 3. Review of transportation impacts by Heath and Associates shows no significant impacts to First Street (SR 507)or Mill Road at driveway locations to the site.
