Mayor Harding called the meeting to order at 6:00 p.m.

and Russ Hendrickson. Mike McGowan arrived at 6:01 p.m.

8. New Business -
a. School Resource Officer Agreement with Yelm Community Schools for
2014/15
Shelly Badger stated for 20 years, the Yelm School District and the City of Yelm
have partnered to provide a police officer to work within the school district. From
1992 to 1999, this service was provided by a D.A.R.E. instructor that taught drug
abuse resistance education to all 5th grade classrooms. In 1999, this service
changed to that of a School Resource Officer (SRO), who since that time has
been responsible for handling all emergency calls coming from the schools as well
as education and crime prevention. Both parties approved an agreement in
November 2013 for the school year ending June 2014. It is an annual agreement
to allow the parties to review the program on a regular basis. All parties agree
that the program has worked well and are proposing no service level changes.
The 2014/15 agreement increases in compensation from $20,000 to $30,000 for
the SRO program.

THE AGREEMENT BETWEEN YELM COMMUNITY SCHOOLS AND THE CITY
OF YELM FOR SCHOOL RESOURCE OFFICER SERVICES FOR THE 2014/15
SCHOOL YEAR. CARRIED.
b. 2014 Railroad Vegetation Management Contract
Ryan Johnstone stated that every other year, the City hires a service provider to
mow, trim, remove trees, and spray herbicide on and along the railroad
alignment owned by the City. This alignment extends from the intersection of
First Street NE and NP Road to 293rd Street S. in the Town of Roy. A Bid
Solicitation was assembled and four service providers were selected to submit a
bid for this project. Of the four selected, two did not have the licensing and
experience required for herbicide application, one never replied to the bid
solicitation, and one bid was received. This is $23,960 in the 430 Shortline

Railroad fund to complete this work. The balance of the contract after using the
430 fund will be paid out of the 101 City Streets fund. Councilmember Foster
asked if the contract would include an assessment of how the track is doing. Mr.
Johnstone stated that the contract does not specifically include a written
assessment. Councilmember Baker stated that last time he walked the railroad
tracks there had been some tracks removed and wondered if they portion had
been repaired. Mr. Johnstone stated Railworks Track Systems have walked the
entire track referred to in the contract and has not reported any part of the track
missing. Councilmember McGowan asked about the track being in City limits. Mr.
Johnstone stated that its city owned property that falls in the railroad right of
way and the entire track is not located inside the city limits.
14-079 MOTION BY TRACEY WOOD AUTHORIZING MAYOR HARDING TO SIGN A
CONTRACT IN THE AMOUNT OF $28,001.12 WITH RAILWORKS TRACK
SYSTEMS, INC. FOR RAILROAD VEGETATION MANAGEMENT SERVICES.

10. Mayor and Council Initiatives
Councilmember Foster attended the Relay for Life on August 2 and was quite
impressed with the event and the amount of money raised for the American
Cancer Society.
Councilmember Baker attended the Intercity Transit meeting and invited
everyone to attend the Transit Appreciation Day on August 13 - Growing with
Travel. Councilmember Baker also attended the Yelm Adult Community Center
meeting and stated they are doing great.
Councilmember Isom did not have any meetings to report but tonight's meeting
will be the last one that he will attend with Councilmember McGowan since he will
be out of town for the next couple of meetings. Councilmember Isom thanked
Councilmember McGowan for his service to the City of Yelm and stated it has been
a pleasure to serve with him.
Councilmember McGowan thanked Councilmember Isom for his kind words and
stated it has been a pleasure to serve on the Yelm City Council. Councilmember
McGowan purchased a house out of city limits and will be unable to serve on
Council. His resignation will be effective August 31, 2014.
Mayor Harding attended the Relay for Life on August 2, 2014 and stated
everyone participating did an excellent job for a worthy cause and collected over
$3,000. Mayor Harding also attended a citywide CPR class given by
Councilmember Foster and praised Councilmember Foster for being a fantastic
instructor. Mayor Harding attended the Business Resource Center meeting, which
is a subcommittee of Thurston County Economic Development Council (EDC).
11. Executive Session - At 6:22 pm, Mayor Harding announced that Council would
go into an Executive Session for approximately 30 minutes for the purpose of
discussing pending litigation (RCW 42.30.110 i). City Attorney Brent Dille was
present. At 6:55 pm, Janine Schnepf announced an additional 10 minutes needed.
At 7:14 pm, Mayor Harding closed the Executive Session and reconvened the
regular meeting.
