YELM CITY COUNCIL
STUDY SESSION MINUTES
THURSDAY, MAY 22,2003
6:00 P.M., PUBLIC WORKS FACILITY
1. Mayor Rivas called the meeting to order at 6:00 PM.
2. Roll Call
Present: Ron Harding, Bob Isom and John Thompson
Excused: Don Miller, Pat Fetterly
Staff Present: Shelly Badger,Tim Peterson and Grant Beck
3. The agenda was approved as presented on a motion by John
Thompson, second by Ron Harding.
4. Special Presentations - None
5. Mayor/Council Initiatives Introduced/Discussed
a. Councilmember Harding: Shared with Mayor and Councilmembers
that the Intercity Transit Draft 2003-2009 Transit Development Plan
would be arriving soon for City review. He asked that any
comments be provided to him prior to the public hearing on the
Plan set for June 4, 2003.
b. Councilmember Harding: Updated Mayor and Councilmembers on
the community entrance sign project lead by the Chamber of
Commerce. As a new Chamber Board member, he has
volunteered to assist with its implementation.
c. It was decided that hand delivery of Council Meeting packets was
no longer necessary. They agreed that packets should be placed
in Council's boxes and informed via e-mail/fax when they are
available for pickup.
6, Old Business
a. Continued work on goal setting: The following goals were affirmed
for the year 2004, however, some elements begin in 2003:
1. Water Rights - To obtain additional water rights in
sufficient quantity that will support the City's expected
growth projections as per the Comprehensive Plan.
2. Yelm-Roy Prairie Line Development - To develop the
Yelm-Roy Prairie Line including establishment of an
operator, connection to Tacoma Rail and acquisition of rail
to Lakeview.
3. Economic Development - To assess the economic
development opportunities of the Yelm Industrial Area to
broaden and strengthen the City's employment base.
4. Short-Term Traffic Control - Develop short-term traffic
control at peak times, while the long-term solution (the
510/507 Loop) is under development.
5. Seek Funding for the 510/507 Loop.
6. Develop and Implement a Sustainable Plan for Sidewalk
Placement, Repair and Lighting.
7. Update Yelm's Sign Code.
8. Community Outreach Program (action steps that were
agreed to for implementation to begin in 2003/2004 are):
a. Community memorial/recognition program to honor
elected officials/community members with dedications
related to certain projects.
b. Develop e-mail press release program and telephone
tree associated with Yelm's web page for breaking
news.
c, Develop "Doing Business in Yelm" brochure.
d. Welcome to Yelm signs.
e. Build float for community parades.
f. Reach out to various population sectors to obtain
input on issues.
g. Establish City Council Corner in Nisqually Valley
News.
