Call to Order: Mayor Rivas called the meeting to order at 7:30 p.m.

Public Hearings
Public Hearina: Yelm Community Schools Rezone - lON-03-9349-YL,
Approximately 12 Acres Adjacent to Mill Pond Intermediate School from Low
Density Residential (R-4) to Institutional District (10).
Mayor Rivas opened the public hearing at 7:33 p.m. announcing the time,
date, place and purpose of the hearing. No objections to participants were
stated. Mayor Rivas called for a staff report.
Grant Beck reported that Yelm Community Schools is requesting rezoning of

Local residents Mark and Annie DeAndrea, Diana Simpson, and Ernie Haney
expressed concern about attaining adequate speeds when entering traffic
flows on S.R 507 from the subdivisions; continuing use of Jake brakes; a
recent traffic accident in the area; the impacts of traffic noise on subdivision
residents; the need for a crosswalk across the highway; and the location of
school bus stops on the highway creating a hazardous situation for
neighborhood children.
Discussion continued concerning the residents concerns and stepping the
speed transition, reducing the speed limit to 35 instead of 45 m.p.h. Residents
were referred to the school district concerning bus stop locations. Mayor Rivas
invited the individuals to attend the December 10, 5:30 p.m. meeting to be
held at City Hall with Yelm City Council and elected representatives to discuss
issues of importance to the Yelm Community. The meeting will include
road/traffic issue discussion.

APPROVING RESOLUTION NO. 440 REQUESTING THE WASHINGTON
DEPARTMENT OF TRANSPORTATION TO APPROVE A REDUCEDSPEED
LIMIT ON STATE ROUTE 507 FROM ONE MILE SOUTH OF THE MILL
ROAD INTERSECTION TO MILL ROAD FROM 55 MILES PER HOUR TO
35 MILES PER HOUR AND TO CONSIDER ADDING A CROSSWALK
BETWEEN EXISTING SUBDIVISIONS. CARRIED. r.

10. Mayor and Council Reports and Initiatives and Board/Commission Business.
a. Council Reports
Councilmember Miller attended a Fire District meeting where the preliminary
budget was adopted.
Council member Thompson attended a SWAC meeting where Community
Recycle Days was discussed and announced that the sign in front of City Hall
should be completed on Friday.
Council member HardinQ reported that verbal not written agreements exist at
this time for locating proposed city entry signs. Discussion concerned
availability of funding for this purpose.
Council consensus supported an expenditure of up to $2,000 for
surveying and preparing legal descriptions for city signs. Funding to
come from the Current Fund Capital Reserve
Building/Grounds/Structures line.
Councilmember Harding also attended an IT Budget meeting and a
Transportation Policy Board (TRPC) meeting concerning the draft 2025 plan
which includes all county projects.
b. Mayor Rivas
Mayor Rivas announced the advertisement for bids for the city hall (small

works) remodel. The closing date is 12/05/03. He also announced the
combined meeting with Yelm elected officials and 2nd District legislative
representatives to review the status of issues important to the City of Yelm.
The meeting will be held at Yelm City Hall on Wednesday, December 10, from
5:30 to 7:00 p.m., immediately preceding the December Regular City Council
Meeting.
c. Staff Updates/Announcements
Grant Beck provided information about an upcoming TRPC Transportation
Policy Board Legislative Workshop to discuss issues and plans for the 2004
Legislative Session on Thursday, November 20 from 7-9 p.m.

12. Correspondence: Council reviewed correspondence including a letter from
Benum Enterprises.
