11/26/03 Minutes YELM CITY COUNCIL MINUTES REGULAR MEETING Tuesday, November 25, 2003 1. Call to Order: Mayor Rivas called the meeting to order at 7:30 p.m. 2. Roll Call: Present: John Thompson, Bob Isom and Pat Fetterly Excused: Don Miller and Ron Harding 3. Agenda Approval 03-101 MOTION BY BOB ISOM, SECONDED BY PAT FETTERLY APPROVING THE AGENDA WITH AGENDA ITEM 8.A., FINAL BUDGET ACTION BEING TABLED UNTIL DECEMBER 10, 2003 MEETING. CARRIED. 4. Special Presentations - None 5. Public Comment - None 6. Consent Agenda a. Council Minutes - November 12, 2003 Regular Meeting, October 28, 2003 Budget Work Session b. Payables: Checks, 21331-21431, totaling $183,857.72 1) Manual Checks: 21411-21431, totaling $720.00 2) Claims Checks: 21331-21410, totaling $183,137.72 c. Payroll: Preliminary Payroll November 2003 d. Park Use Request - YCP, Lawton/Crimmins Reunion, 08-22-04, 11 a.m.- 6 p.m.,100+ 03-102 MOTION BY JOHN THOMPSON, SECONDED BY PAT FETTERLY APPROVING CONSENT AGENDA ITEMS AS PRESENTED. CARRIED. 7. Public Hearings - City of Yelm Final 2004 Budget. Mayor Rivas opened the public hearing at 7:35 p.m. announcing the time, date, place and purpose of the hearing. No objections to participants were stated. Shelly Badger reviewed the staff report calling attention to the key items on the "Hold the Line Budget" while maintaining current service levels. There were no questions or comments from the audience or Council. Mayor/ Council Reports and Initiatives and Board/Commission Business Councilmember Thompson attended Thurston County Economic Development Council meeting where their new director, Michael Cade was introduced. Mayor Rivas reminded Council of the importance of the upcoming meeting with the State Representatives indicating that he had received confirmation of attendance from Senator Rasmussen, Commissioner Diane Oberquill and Sean Ethan as representative for Congressman Adam Smith. Still hoping to get a confirmation from Roger Bush. He stressed the need to bring attention to the Highway 507/510 loop project by members of the community and elected officials by attending this meeting and asking for assistance for success of this much needed project as related to Yelm and it's residents. Other reminders included the Chamber of Commerce Ball and the resignation of Lisa Odegaard, Police Department Records Clerk. Shelly Badger added that this job announcement would be available on the web-site along with the 2004 Final Budget. 11. Executive Session - None scheduled 12. Correspondence was provided. Shelly Badger brought forward the letter received in opposition to the proposed jail in Thurston County. Mayor Rivas called for final questions from the public. There was discussion on the details of the 2004 Budget, the City Hall remodel bid closing and the upcoming 2nd District Representative meeting on December 10 as related to the speed limit on Hwy 507 from the previous meeting. 13.
