HATTON GODAT PANTIER 3910 Martin Way SE, Suite B Olympia, WA 98506 360-943-1599 Project Summary: The project is a 25,188 square foot warehouse to be used in receiving and distributing food goods as part of a non-profit Food Bank as one of the Ministries of Yelm Prairie Christian Church. The building includes 23,760 square foot of enclosed space for storage and sorting of food, a covered 1,220 square foot dock-high loading area, as well as 1,428 square feet of administrative area (restrooms, worker area, office, etc.) in the warehouse building. Existing Conditions: The site includes a portion of two parcels located at 909 Rhoton Road NW, Yelm, Washington. The proposed site is 2.85 acres and zoned I- Industrial under City of Yelm Zoning Code. The project site will be accessed from Rhoton Road via a private driveway. Adjacent uses are Industrial, to the east (warehousing) and south (Yelm Public Works), and Residential to the north and west. Rhoton Road is classified as Commercial Collector, and is currently a two-lane paved street without curb/gutter or walks. Trip Generation: Traffic to and from the proposed project will consist of relocated existing trips currently being made within the city including the Yelm Prairie Christian Church site as well as newly generated trips based on the proposed food distribution program. Vehicles will include both passenger vehicles and truck/trailers. Trips will consist of: - full time employees/administrative staff - part time volunteer workers - truck/trailer deliveries The following is a detailed estimate of all vehicular activity proposed for the fully built and operational warehouse project. Emplovees and administrative staff The facility will employ two people who will go onsite during their normal business hours of 9 a.m. to 2 p.m. Volunteer workers The facility will utilize part-time volunteer staff on a scheduled basis during the week also during normal business hours from 9 a.m. to 2 p.m. One to two volunteers are needed daily for loading/unloading, order assembly and warehouse operations. Up to 20 additional volunteers are utilized for gleaning operations (sorting fresh produce for distribution or disposal for distribution or disposal). FOOD DISTRIBUTION WAREHOUSE 10.07.2014 � . Deliveries & Shippinq: The food distribution warehouse operation will receive and send produce and packaged food goods on a daily basis. Vehicles may include trucks &trailers in-combination, in various lengths from 28 to 53 feet as well as shipping containers, CDL and non-CDL commercial single axle box trucks and cube vans. Goods are delivered to distribution outlets throughout Washington and Oregon. The estimated daily inbound and outbound trips will be 8 to 10 Average Vehicle Trip Ends (AVTE) occurring between 9 a.m. to 2 p.m. It is estimated that 1 to 2, deliveries per week will occur 4:30 a.m. to 6 a.m. In addition, distribution to the local food ministry will occur on a scheduled basis as follows. These will typically be box-truck trips which will stock the food outlet site. The food bank distribution at Yelm Prairie Christian Church site occurs Tuesdays and Thursdays between the hours of 10 a.m. to noon. These trips are estimated to be 1 to 2 trips during 2 p.m. to 4 p.m. on Monday through Thursdays. Trip Summary; AVTE/dav PM Peak Hour Trips Employees & administrative staff 4 0 Volunteer workers 22 0 Deliveries & Shipping 12 0 Trip Distribution: Truck and passenger traffic to and from the proposed warehouse site will predominately be northbound (ingress) and southbound (egress) on Rhoton Road. The principal affected intersection will be Yelm Avenue SE at 1S'Street. (See Figure 1) City of Yelm Concurrency: In accordance with YMC 15.60 the project may be subject to Transportation Facility Charges based on new contributing trips during the PM Peak Hour within the Yelm planning area. Per Trip Generation, 7th Edition, Institute of Transportation Engineers (p.201) a warehouse land use code l�� would generate 12 trip ends during the PM peak hour between 4 and 6 p.m. (average rate of 0.47 trips generated per 1,000 sq. feet Gross Floor Area). However, based on the proposed normal business hours of operation and the estimated traffic described above, there are no trips expected to occur in the PM peak hour. PM Peak Hour trips are less than 25 therefore a Level II TIA is not warranted.
