1. Mayor Harding called the meeting to order at 6:03 p.m.
2. Roll Call Present: J. W. Foster, Mike McGowan, Ken Garmann and Russ
Hendrickson.
14-081 MOTION BY JW FOSTER TO EXCUSE BOB ISOM AND JOE BAKER FROM THE
MEETING. TRACEY WOOD WAS ABSENT. CARRIED.
3. Agenda Approval
14-082 MOTION BY MIKE MCGOWAN APPROVING THE AGENDA AS PRESENTED.
CARRIED.
4. Special Presentations -
Suicide Prevention Month Proclamation-
Councilmember McGowan read the Proclamation aloud and Mayor Harding
proclaimed September 10, 2014 as Suicide Prevention and Awareness Day.
Monica Olivas, LMFTA MHP Crisis Therapist accepted the Proclamation and stated
the Proclamation was to increase awareness of warning signs of people
contemplating suicide. Suicide could be preventable by talking to those in crisis,
expressing concern and helping those suffering connect with professionals for
treatment. James Caine introduced himself and stated has been directly impacted
by suicide. Mr. Caine is devoted to helping educate the community in recognizing
signs of someone who is suicidal. He thanked the Mayor and Council for the
Proclamation.

10. Mayor and Council Initiatives
Councilmember Foster attended the tour of Joint Base Lewis McChord (JBLM)
with other staff members. He was very impressed with the new water treatment
facility being constructed. JBLM is a community of approximately 75,000.
Councilmember Foster also encouraged everyone to visit the Ohop Valley and see
the incredible project relocating the waterways taking place now.

Councilmember McGowan stated tonight will be his last Council meeting
because he is relocating outside the city limits of Yelm. Councilmember McGowan
thanked the Mayor, Council and staff for the party prior to the meeting and the
last nine years stating it has been a pleasure working with everyone.
Councilmember McGowan will continue to work at the Timberland Regional Library
in Yelm.
Councilmember Hendrickson attended the JBLM Open House at Fort Lewis and
was surprised how enormous the community is and all that they have going on
there.
