in order for the project to be processed without delay. The conference should take place prior to detailed work

We have been retained by Mrs. Agnes Chang to provide septic flow information for a donut shop being
proposed at her site located at 305 Yelm Ave. E. She has told us that the City has requested flow
information for the new, proposed use of the site and that the sizing of the existing 1,500 gallon STEP

Calculations:
1. The donut's present location in Olympia uses 34.59 cf of water per day (see attached City water
consumption record). This equates to 34.59cf x 7.48= 258.7gpd.
2. The average use for 301 Yelm Ave. E. is from 190 cf to 320 cf of water per month (see attached
copy of water consumption record). Using the monthly maximum water use of 320cf the
average daily flow would equate as: (320 x 7.48ga1/cf)/30= 79.8 gpd
3. The average dai►y flow from both of these sites entering the shared STEP tank is 258.7 gpd +
79.8 gpd or 338.5gpd.
4. Per STEP tank sizing the liquid volume needed for a flow of 338.5gpd is three times this flow or
1,015.5 gallons. The existing storage of the existing 1,500 gal. STEP tank is 1,100 gallons per City
standard STEP Tank plan. Based on the assumption that the proposed donut shop water
consumption will be similar to their flows at their existing business and that the water

suitable for the expected flows.
Flows are close to the maximum capacity of the existing tank and the owners of these two businesses
may want to look into separating flows so that there are two separate STEP tank systems. There
appears to be room next to the existing tank to add another tank. Locates should be done to locate
existing underground utilities prior to any construction.

Storm Drainage Maintenance for Landscape Supply Business

Dear Ms. Sojak:
It is my understanding that a landscape supply business will be leasing a parcel located at 1405 Yelm
Ave. E and that the City of Yelm has raised some concerns about the potential for landscape supply
debris entering the on-site storm drainage system and possibly causing premature failure of the
system.
The existing drainage system consists of a grassy biofiltration strip that provides for treatment of
stormwater runoff from the paved area along with an infiltration trench that provides for temporary
storage and infiltration of the treated runofF. The purpose of the biofiltration strip is to help prevent
the solids and pollutants in stormwater runoff from entering into the infiltration system, eventually
causing premature failure and allowing pollutants to reach groundwater. These facilities are located
along the west side of the parcel.
Based on the site plan you provided, it appears the landscape supply bins (bark, topsoil, etc.) will be
placed along the east side of the paved area, furthest away from the drainage system. The proposed
use will create an increased potential for sediments to enter the drainage system and cause
premature failure. In order to prevent premature failure of the existing drainage system, I
recommend that the attached maintenance plan be implemented. In addition to the maintenance
checklists, it is imperative that the pavement surface be swept on a regular basis as needed to keep
the pavement surface clean of debris. This is extremely critical prior to any major storm event.
The proposed landscape supply use will not have an adverse impact on the existing storm drainage
system as long as the recommended maintenance is routinely followed.

The following pages contain maintenance tables for most of the applicable Best Management
Practices (BMPs). The owner should plan to complete a checklist for all system components on the
following schedule:
• (M) Monthly from October through April.
• (A)Annually, once in late summer(preferably September)
• (S) Storm-based, after any major storm(use 1 inch in 24 hours as a guideline).
The following tables may be used as checklists. Maintenance personnel may use photocopies of these
pages and check off items inspected and problems noted during each inspection. Actions taken and
corrective action recommended should also be noted.

A presubmission conference is an opportunity for applicants, developer(s) and/or
consultants to meet with city staff to discuss preliminary studies or sketches of a
proposed project. At the conference the staff will make available information relating
to the proposed development. The intent is to identify and eliminate as many
potential problems as possible in order for the project to be processed without delay.
The conference should take place prior to detailed work by an engineer or surveyor,
however a site drawing must be submitted that has sufficient information to allow for
evaluation. Discussion topics will include such things as Yelm's Comprehensive
Plan, street design, storm runoff and retention, Shoreline Master Program, zoning,
availability of sewer and water, development concepts, other requirements and
permits, and the environmental impact. Staff notes are prepared and available to
review. There is no charge for this meeting. Meetings are held each Wednesday.

A presubmission conference is an opportunity for applicants, developer(s) and/or
consultants to meet with city staff to discuss preliminary studies or sketches of a
proposed project. At the conference the staff will make available information relating
to the proposed development. The intent is to identify and eliminate as many
potential problems as possible in order for the project to be processed without delay.
The conference should take place prior to detailed work by an engineer or surveyor,
however a site drawing must be submitted that has sufficient information to allow for
evaluation. Discussion topics will include such things as Yelm's Comprehensive
Plan, street design, storm runoff and retention, Shoreline Master Program, zoning,
availability of sewer and water, development concepts, other requirements and
permits, and the environmental impact. Staff notes are prepared and available to
review. There is no charge for this meeting. Meetings are held each Wednesday.
