Yelm, WA 98597 Re: Yelm Physical Therapy Reply to lst Review Comments OE No. 14009 Dear Ms. Bennett: This tetter is in response to your letter dated December 18, 2014 along with the comment letter from SC] Alliance, dated December 15, 2014. Attached for the city's further review are three full-size revised pians sets along with two copies of the drainage report. We have addressed the review comments in the order received as follows: Sheet C 1.1 1. A note has been added to Sheet C2.1 requiring the existing 4"AC water line to be capped at both ends and for thrust blocking to be instailed. Sheet C1.2 1. A concrete collar has been added around the inspection port. 2. The Baysaver vault rim elevations in the detail on Sheet C1.6 have been revised to match the elevations on Sheet C1.2. Sheet C1.3 1. The existing Solberg pavement section has not been verified. Since the new required pavement depth is 4", Construction Note #14 on Sheet C1.1 was revised to require removal (not grinding) of the existing asphait and existing road section as needed to accommodate the new 4" asphalt depth. Construction Note #10 on Sheet C1.3 was revised eliminating the reference to a 2"overiay and the Solberg St. Section A-A detail on Sheet C1.7 was revised to reflect a 4"pavement depth for the entire half-street. 2. It is our understanding that the alley will be one-way with vehicles entering the alley from the west and exiting to the east onto Rice St. If this is correct, there would be no right-turn movement that would affect the ADA ramp. 3. A note was added to Construction Note #9 on Sheet C2.1 requiring a minimum 42"cover over the water pipe and a minimum 6" sand cushion between the water and storm pipes where they cross. Sheet C1.7 1. The Solberg St. Section A-A detail was revised to show a 4"depth of asphalt. Sheet C2.1 1. The STEP service line was moved outside of the refuse pad. 2. A note was added to Construction Note #il stating that the pumping system is required to be an intrinsically safe duplex system. 3. Construction Note #11 was revised recommending the control panel not be placed on the building. 4. A note was added to Construction Note #11 requiring a transfer switch and plug for a backup generator. 5. The STEP tank invert elevation was revised to provide a maximum distance of 5' between the rim and invert. 6. A STEP tank sizing report is enclosed. The proposed STEP tank size is based on water usage records from the existing Yelm Physical Therapy o�ce. 7. A note was added to Construction Note #6 requiring two bollards be placed in front of the meter boxes. A bollard detail was added to Sheet C2.4. 8. The water and sewer details on the city's website are poor quality scanned images and do not reproduce well; therefore, AutoCAD details were utilized. The AutoCAD detaiis were provided by the city several years ago and are exactiy the same as the PDF version minus the Public Works Director's signature. 9. The STEP service line size was changed to 2" diam. and the sewer gravity service was changed to 6"diam. 10. An RPBA symbol was added behind the domestic water meter. 11. A STEP service box symbol was added. General Comments on Plans 1. See response #8 above regarding the city details. 2. The Post Construction Soil Quality and Depth requirements were added to Sheet C1.2. Stormwater Pollution Prevention Plan 1. The reference to Grays Harbor County has been revised to Thurston County. 2. A Drainage Basin Map has been added to the Appendix. . Ms. Bennett 1/7/15 Page 3 Review of the Site Plan Review Committee's Conditions of Approval, dated September 9, 2014 1. A STEP tank sizing repo�t is enclosed. The proposed STEP tank size is based on water usage records from the existing Yelm Physical Therapy office. 2. An estimate of water usage is included in the enclosed STEP tank sizing report. Based on the water usage records from the existing Yelm Physical Therapy ofFice, the proposed building will be 1 ERU. 3. It is our understanding that the existing hydrant located at the intersection of Yelm Ave. and Soiberg St. will provide for sufficient fire protection. 4. Intercity Transit requires a 10.5'wide by 3.5'deep bus stop pad for a shelter located behind a sidewalk and when the distance between the curb and back of shelt�r pad is at least 8'. 5.
