REGULAR MEETING
WEDNESDAY, JUNE 26,2002
OPENING
1. Mayor Rivas called the meeting to order at 7:30 p.m.
Council present: Don Miller, John Thompson, Bob Isom, Ron Harding and Pat
Fetterly.
2. Agenda approval:

NEW BUSINESS
7. City of Yelm/Yelm Community Services Sub-Recipient Agreement for a Child
Care and Youth Center Facility. Shelly Badger reported that grant funding was
approved in March of 2000 and that necessary additional funding for the Yelm
Community Services (YCS) project has been secured.
The agreement addresses legal issues and passes on CDBG program
requirements, identifies roles and responsibilities, and provides a time line for
the project. The agreement also clearly states that no City of Yelm funds are
needed for the project. Staff recommended council authorization for Mayor
Rivas to sign the agreement.
Discussion found that Yelm as the lead agency provides administrative
oversight as an in-kind contribution. Collecting a 10% administrative fee is a
fairly standard practice used by the state. However, state CDBG administrators
are not receptive to cities collecting an administrative fee for managing these
grants, and doing so could work against the applicant.

THE CITY OF YELM AND YELM COMMUNITY SERVICES FOR
CONSTRUCTION OF A CHILD CAREIYOUTH CENTER FACILITY UTILIZING
A $750,000 WASHINGTON STATE COMMUNITY DEVELOPMENT BLOCK
GRANT. CARRIED.
OLD BUSINESS
8. Ordinance No. 763 - Budget Amendment, Court Administrator. At the June 12,
2002 meeting, Council directed staff to prepare an ordinance bringing the salary
range for the Court Administrator position current with salaries from similar size
cities. The seven step range has been adjusted slightly due to an error in the
original calculations.
Shelly Badger announced that interviews were held last Friday and that Maryam
Olson, currently with Olympia, accepted Yelm's offer effective July 15, at Salary
Step 5.

ORDINANCE 763 AMENDING THE COURT ADMINISTRATOR SALARY
STEPS IN THE 2002 BUDGET. CARRIED.
9. Resolution No. 427 - Authorizing Mayor Rivas to sign the amended HOME
Consortium and HB 2060 Interlocal Agreements. Shelly Badger reported that
changes have been adopted resulting in an agreement revision. Revisions were
identified for review. The main change was adding an advisory committee
comprised of elected officials to determine how the HOME funds are utilized.
Discussion concerned a change that requires members to remain in the
consortium for the entire three years. Although there is no dollar commitment for
the city, there would be a representation commitment even if the city receives
no direct benefit from the grant funds. Current staffing will probably work on the
consolidated plan that goes to elected officials for approval.

REVISED INTERLOCAL AGREEMENTS FOR THE HOME CONSORTIUM
AND THE USE OF HB 2060 FUNDS. CARRIED. Abstained: Bob 150m.
REPORTS
10. Mayor Rivas - Mayor Rivas attended the (Olympian) editorial board jail issue
review. The board has a spin on it going either way. They did commend the
jurisdictions for the work to date and encourage follow through.
11 Councilmember's Reports
a. Councilmember Miller
Public Works Liaison - A written report was provided. It was noted that Girl
Scout Troop 740 had donated pet food for the animal impound facility.
Other Meetings/Assignments - The quarterly pot luck was held on Tuesday and

b. Councilmember Thompson
City Hall Liaison - A written report was provided. Agnes Bennick updated
Council on the Leave Share Policy, the benefits to the staff (Roberta Allen)
member receiving donations, the opportunity for donating employees to help a
coworker, and the reduced benefit accrual liability for the city. The employee's
response was overwhelming supportive and exceeded the permitted 181 hours.
Those hours will not be transferred out of the donating employees leave bank.
Paper/electronic copies of the Yelm Municipal Code are available to all
councilmembers. The city can add the YMC to Municipal Research and
Services Center (MRSC) Web Site for $300 the first year and $180 per year for
additional years. This would greatly increase the availability of the code to the
public.
Council consensus supported making the Ye/m Municipal Code available
on MRSC's Web Site.
Police Department Liaison - A written report was provided. A lot of activities are
scheduled for July. The library grand opening, planned for July 27 may also
require additional traffic control. The lieutenant governor will be attending the
ribbon cutting.
Jared Geray is taking classes in preparation of becoming the firearms instructor.
The July 22 Police Academy session has been cancelled as a cost saving
move, so the officer scheduled to attend that session won't be able to attend the
academy until August 29. The usual six month work limitation, before being sent
to the academy, has been waived.
Economic Development Counci/- It is looking like commuter airline Big Sky will
be coming to the Olympia Airport in the near future. Discussion topics included
support of Referendum 51, with the general feeling that while it is a bitter pill to
swallow, if it goes to the legislature nothing will happen.
Fire District - A six-member Citizen's Advisory Committee is being formed.
They will meet the third Thursday of each month at 6 p.m. Three positions are
currently vacant.
Several police/fire chiefs are getting together to discuss Medic I issues. Mayor
Rivas requested follow-up meeting date information.
Other Meetings/Assignments - The AWC Conference was a good meeting
overall. The marketing (city to citizens) and budgeting sessions were especially
interesting.
c. Councilmember 150m
Court Liaison - A written court report was provided.
Thurston County Home visitation Task Force (TCHVTF) - No report
Other Meetings/Assignments - The AWe Conference was well worth going to.

Upcoming Issues that Yelm will need to address include the annexation process
and a small cities model business and occupation tax ordinance.
d. Councilmember Harding
Community Development Liaison - A department update was provided.
Tami Merriman was commended on the letter she sent to Mr. and Mrs. Snapp in
response to their questions concerning permitted uses for their commercial
property on Yelm Avenue.
Planning Commission - He attended the last meeting and there are some
vacancies on the Commission. It was noted that the vacancies have been
advertised.
Yelm Community Development Director Grant Beck introduced Stephen
Causseaux, Jr., Yelm's new hearing's examiner. Mr. Causseaux indicated that
he was pleased to be serving as Yelm's first hearings examiner. He also
indicated that the selection process is one of the best, if not the best, he had
ever participated in. The first hearing is scheduled for Monday morning. There
was some discussion about councilmembers attending the hearings as it could
create a problem if the hearing concerned a matter that might come to council
for a final decision or as an appeal. It was pointed out that occasional
attendance should not include more than one councilmember.
Intercity Transit - Business as usual, but also some do's and don'ts for the
upcoming ballots from the Public Disclosure Commission.
Solid Waste Advisory Committee (SWAC) - No report
Other Meetings/Assignments - The AWC Conference provided a great value for
the cost.
e. Councilmember Fetterly
Nisqually River Council - No report
Other Meetings/Assignments - Found the AWC Conference to be very
interesting. She also participated in the morning walk.
There was council discussion concerning the high quality of programs provided
by some of the speakers.
